I think it would be useful if upon entering a suspended user's page, a small pop-up window would appear and tell that the user is suspended. You could then press a small "X" at the corner of the pop=up and it would disappear. You could make it optional so only users who opt in would have it and you could also include such a timer on the pop-up.
