I believe that HL2 may be the best fps, but in terms of being the greatest pc game of all time, it is really hard to compare an fps game to an rts or rpg, such as starcraft and oblivion.
I personally like UT 2k4 over CSS because I feel UT 2k4 is a lot more unique than other shooters and it is probably one of the fastest paced multiplayer fps out there.
