Disagree, research would be worth it because as the technology advances it also becomes significantly cheaper to produce. United states will never have a superior military through sheer numbers, which is why so much money is dumped into research and development of new and better technology.
That, and making a game more complicated doesn't necessarily make it any better. It's kinda a lose lose situation for developers. You change too many mechanics in a sequel and long time fans complain that it lacks the spirit of its predecessor, don't change enough and critics slam it and give it bad ratings for being too much of the same regardless of whether or not the game is still fun. Then of course they can't attract new fans/customers because they see the negative reviews.
