I think a monthly fee is justified. However I do not think $15 is. The number comes from other games getting away with charging this so they feel they can, and they will. Which is too bad.

Yea it doesn't have a GPU equal maybe to the best PC card but games for the PC aren't even close to requiring that $1000 card anyway. I would take a system with games like GTAV and secure online servers that prevent hacking, any-day over a $1000 graphics card that won't be harnessed for 5 years.
