I think it'll be a legacy platform maybe in 2013/2014 :P PSP is not dead yet... many people will still buy it :)
3 Hours are bad for me... I can understand that Vita is more powerful than PSP, which battery is enough for 8 hours of playing... this is just my opinion :)
