If you're willing to go up to $400, why not do the Nexus 4 16 GB, then? Even if it is only ~ 11.6 GB of actual space, do you think your parents would actually need that much?
Also, Google I/O is around the corner, so it might not hurt to wait to see if a 32 GB Nexus 4 is announced. I don't know if prices of the current two will be affected or not, of course, but it couldn't hurt to wait; maybe they'll pull a Nexus 7 and end up replacing the 8 GB altogether, then the 16 GB would be $300 and the 32 GB would be $350.
