I think the word "Five" on top of the "V" stands for the fifth installment but the "V" stands for something else as in: The setting where its going to take place V for Vice as in Vice City V for Vinewood V for Vegas or in this case Venturas V for Virginia (which would make a Washington DC scenario likely since its close) or It can also stand for a variety of other words: Vengeance Villain Voyeur I dont know.
