True Crime Streets of LA and NY City are free-roam games. mostly like GTA but you can choose to be the good cop or bad cop. people say its a crappy knockoff but i had fun roaming LA.
The Simpsons Hit and Run is also freeroam. lots of side quests and mini games plus a big environment

you should get Jak 2 and Jak 3 for the PS2, I would call them free roaming games. The map is huge for both games. You can shoot anyone you want and jack any vehicle you want, almost like a GTA.Simsfreak14

I'd really like to add a nice free-roaming game to my collection but can't think of many. I'd really like to get something like GTA, something you can pop in and play. I'm also thinking about getting an Unreal game, preferably Unreal:Tournament but I'm a bit concerned about how long the story-lines are. I don't have many friends over just to play video games...
