I wouldn't say it's viral, it's just next to impossible. They'll probably hold a weekend at the offices sometime soon where the employees will do a GTAIV marathon to get some people some achievments, I wouldn't hold my breath on a timeframe though. It's possible....maybe once the first DLC comes out they'll hold an event?SuperBeast

Yes it is viral. I recieved it form killing a friend of mine who got it from killing another friend of ours. It is very much Viral.

BTW; for those of you finding it hard to get, I have it, and I'd be glad to let you get it from me. Just let me know.
