Who invented the fireball, Ryu or X?

Many will disagree with me that this is the best Mega Man game ever made because there are just sooooo many Mega Man titles out there, and it looks like there always will be. If you played Mega Man 1-6 for the NES than you know that you are not the same person you once were in those. In Mega Man X you are referred to as X, a robot made by Dr. Light himself. If I am not mistaken, this is the first mega man to truely focus on upgrades to you entire suit of armor, such as: take 1/2 damage, the X-buster can now be charged 3 times instead of 2, Dash, Head-bash, Heart tanks, Energy containers, and the awesome new Wall-slide! However, there is one thing I would have liked to see in this one, and yes thats Rush, your ever faithful robitc dog. Z however, is your new friend and hes pretty cool, but you just can't replace Rush. Plus the new secret Fireball is a blast to use and not too terribly difficult to aqcuire, too bad its only temporary (you must be at full-health to use and it kills any enemy, even bosses in 1 hit). Overall this game just totally improved on every part of the Mega Man series and made it the best Mega Man title to date. Even distructable environments were added and cool weapons sucha s the boomerang that give you extra range and reach for items in hard-to-get places.
