Power and heat would require the console to be larger and louder than the consoles are now. It would also need a more powerful CPU as to not bottleneck the 980 and probably more RAM as 8 gbs of shared system won't be enough if you really want to utilize that power.
That's the thing with a console, it's not built just to be extremely powerful. They are slim form factor devices with multiple features. Their physical size and looks needs to be acceptable for your average home theater setup, they can't be too hot as most homes aren't going to put them in a spot with adequate cooling, they need to have some sort of large-space optical drive as internet connections worldwide are just not enough for a pure DD based console, and now they need to also include wi-fi so you don't have to run more cables everywhere. Finally they need to have a TV friendly OS and all of the software to easily tie these features together. This is why Sony, Microsoft and Nintendo develop custom OSs for their consoles. All of these has to be achieve at a consumer friendly price and still able to turn a profit.
This is why the CPU and GPU combo is important. They need to find a combination that they can safely shove in a small form factor console, build a custom board for, and then mass produce. PCs don't have those requirements. It's a really daft comparison to be constantly comparing gaming PCs, even low-end ones, to consoles. The requirements for a console to be a successful consumer item are way too high.
Sure you can put together a PC with more power than a console for roughly the same price, but you won't hit any of these other requirements. The market for game consoles doesn't care about raw power like PC gamers who argue against consoles do.
A 980 console would really go against what a console is supposed to be. It'll be big, loud, power hungry, and extremely pricey. It would be a huge failure.
