PC has better digital sales, but physical media is still alive on consoles and I can usually find a better sale on a physical media copy of a game before it gets an equivalent digital sale, so consoles win.
Id say pc not long ago but sales seem to get worse? gta 5 got physical disk for 19€ new for ps4. Got borderlands handsome collection (2 and pre sequel plus all dlc) digital for 19€ on xbox one. Got gears of war 4 disk for 25€ (it gives a free digital copy of gears of war 1. 2. 3. and judjment too).
Steam keeps sending me super old games on my wishlist a couple times every year and when not on sale games go back to 40? 50? On consoles once 1 year passes and sometimes 2 you can find it dirty cheap physical copies and digital sales change every week and up to 80%.
My opinion. I like disks (got lots of disks from my old consoles still without one single scratch) but it requires being careful.
But with that said pc or console doesnt matter.

Well Steam sales are pretty good, or used to be at least, haven't really touched it after they did that big UI overhaul. I've been pretty satisfied with the PSN sales as well, Xbone has had the worst sales. I've bought maybe one or two games from XBL. The free games have been better on Xbox though, PSN is hardly trying although Killingfloor 2 was a nice surprise.
That Mid-Year Sale on PSN right now is lit! Shadow of Mordor GOTY for $4. Ratchet & Clank Remake for $8. Also picking God of War Collection(Vita) for $3 and Gravity Rush(Vita) for $5.
I'm assuming you mean software sales. If you are talking about worldwide, that would be PC. If you are talking about US, it would be game consoles.
The reason PC wins world wide is because of the Asian market, which plays like 80% PC. They have huge MMO market over there with lots of monthly fees, DLC and micro-transactions.
One thing that bugs me about some of the Xbox One sales is they'll take a game like Destiny's entire collection for $60, put it on sale somewhere in the $30-40 range, yet the latest DLC is still by itself at full price $30, which is all I want considering I have everything else.
Same for The Division, they have the game and season pass on sale from $90 to $36 at 60% off, yet the season pass by itself still remains $40, if it ever saw a similar discount by itself I should be able to pick it up for $16. I complained to Ubisoft about this and on their last sale they decided to include the season pass by itself but at barely a discount (was still in high 20s) so screw that.
Even EA had lots of deals on Star Wars Battlefronts for game plus season pass but took them so many sales to get it right and offer the season pass at an equally substantial discount.
I mostly blame the publishers on this shit though. But it would be nice that the console manufacturers thought of such concerns when hosting deals to put pressure on publishers to get these deals right.

Sales numbers are not relative to quality of experience especially with consoles.
Selling more piss than wine doesn't make piss better.
PC, they have to keep it cheap enough that people don't outright pirate it.
Many people I talk to stopped pirating because of convenience, not because of price.
A lot of the people that pirate don't have much income to spend on games anyway. So it wouldn't really matter if a game was 5 bucks or 50 bucks, when you have 0 to spend.

This happens a lot of PC as well, I've noticed.
It seems like when you buy a game on launch you are FUBAR, and you'll need to pay full price on DLC because those never go down.
Even if a game goes for like 5 bucks sometimes the DLC just stays at 10 bucks, twice the game's price.
They do this because at that point they make more money from the DLC than they do from the game.
Also to attract new people they make them a nice deal.
But yeah if you are a fan and you purchased the game day one and you want DLC you are fffffffffff... FFFFFUUUUUCKED
