No amount of fudging the numbers will give Neo the edge. Scorpio will just be a more powerful console.

With the Xbox having better games, it could be lights out for the Neo Geo before it even releases. Sony may want to reconsider releasing until after Scorpio to avoid the the sting.
Since MS is starting the next gen (not including Nintendo), Sony can't afford to start the next gen a year behind the Xbox or they will end up tying MS like they did last gen.

And.? by the time Scorpio hit it would have pass 4 years,that is 4 years of inferior ports and 720p games that you have endure i still see you there you haven't die,good that is good because Scorpio will reign for probably only 2 years while sony would have for 4,the wait is shorter on this side as i see it.
But then again what are spec without games to play which the xbox lack and so will scorpio,hell what big announcement about coming games were made for the xbox one.? since both Scorpio and the xbox one use the same games and MS claim no exclusive scorpio games that mean just like the xbox has nothing Scorpio will have nothing..

The Xbox One Scorpio is slated to be a complete and total beast, and it will end up completely blowing the PS4 NEO, at least the PS4 NEO as it is rumored to be, out of the water as far as specs go. It’s actually an amusing reversal of tables within this generation- where Sony had the cheaper, more developer friendly console and they flaunted it for all it was worth, only for the trend to be inverted all of a sudden.
However, Sony Europe’s Jim Ryan says that any conversation on this perceived specs differential is meaningless until Sony actually formally announce the PS4 NEO and its capabilities- as of right now, they have confirmed that it exists, but they haven’t exactly gone into more details about the revision.
Ryan says that the conversation should wait until Sony have actually announced the PS4 NEO specs- and that’s a reasonable stance to take, except for the small technicality involving Sony’s own Shawn Layden implicitly confirming that the Xbox One Scorpio will in fact be stronger than the NEO.
Well, then- of course, specs ultimately don’t account for much. The NES, PlayStation, Wii, and PS2 were all weaker consoles that beat their more powerful competition- the PS4 already has a tremendous advantage when it comes to games and game support, so just being trounced by the Scorpio won’t change anything much for Sony.

they have already sent Dev kits for the NEO to game developers bit late to change the specs now.

That would not be a problem specially of the specs are change for the better,developers kits change all the time,is basically a PC that emulate everything the console has,at least this ones.
I remember when MS had no 360 dev kits because final dev kits were late,and developer were making games using other GPU,in fact Gears of War was shown on E3 running on 2 6800ultra in SLI which were kits using a different GPU from the one on xbox 360,the same happen on E3 2013 were several xbox one games were running on Nvidia Hardware it basically means nothing,and the spec can be change if that is what sony want to do.
Scorpio will be powerful than Neo there is no doubt about that,how ever for how much it remain to be see,as GPU with high TF count don't scale linearly.
For example..
Check the 7970 vs 7850 vs 7770.
The 7770 has 10CU 1ghz speed,and reach on this test 17FPS.
The 7850 has 16CU at 860mhz yet does 32FPS,so the 7850 with 60% more CU than the 7770 can almost double the 7770 frame wise with 32FPS,double of 17 is 34FPS so the 7850 is 2 frames shy or doubling the 7770.
But lets move and compare the 7970 vs the 7850.
The 7970 has 32CU and does 49FPS 56FPS on the ghz model,so lets say it does 56FPS.
The 7850 does 32FPS,double of 32FPS is 64FPS so even on the ghz edition the 7970 fall short of doubling the 7850 even that it has double the CU,is 8 FPS from doubling it,when the 7850 doesn't have double the CU of a 7770 yet is 2 frames from doubling it.
The 7870 more than double the 7770,with double the amount of CU 20,but you don't see that in the 7970 vs the 7850,because of what MS it self describe as diminishing returns.
On paper Neo and Scorpio gap look big,if you compare it with the PS4 and XBO gap,but if you find GPU of high flop count and compare them you see the returns are bad,and the difference in performance relative to flop count is way smaller than the amount of flop would suggest.
Now look at the Fury X performance vs the R290 performance.
The Fury does 109 FPS, the R290 does 86FPS so we are talking about a gap about 23FPS between both you know how big the disparity flop wise is between a Fury X and a R290.?
Is 3.7 TF of difference is more than double the difference between Neo and Scorpio which is 1.8TF,i use SWBF3 for the sake of using the same engine.
The 7770 is 1.23TF the 7850 is 1.6TF the gap is flops is not even 400 Gflops,yet is enough to create a 15FPS gap between both GPU,the gap between the Fury X and the R290 is 3,700 Gflops yet it only amount to 23FPS disparity,cutting that to 1.8TF would dramatically cut the frame gap.
As you can see the disparity between Neo and Scorpio will not be as telling as the one between the xbox and PS4 simple because diminishing returns affect performance the higher you go and doesn't scale linearly with frames.

7770 = 72 GB/s with 1.28 TFLOPS, 17 fps.
7850 = 156 GB/s with 1.76 TFLOPS, 32 fps
2.1X factor increase for memory bandwidth.
1.38X factor increase for FLOPS.
Both 78750 and 7770 has similar memory control efficiency and data compression(or lack thereof).
If you apply 2.1X on 7770's 17 fps, the estimated fps is 35.7 fps which is very close to the real 7850's 32 fps.
If you apply 1.38X on 7770's 17 fps, the estimated fps is 23.5 fps
Memory bandwidth's 2.1X factor influenced 7850's 32 fps.
NEO has ~224 GB/s memory bandwidth.
Scorpio has "more than 320 GB/s memory bandwidth".
If there's sufficient geometry and FLOPS power for particular workload, memory bandwidth takeover as the main factor for the bottleneck.
Memory bandwidth comparisons has to be compared for apples to apples e.g. Polaris to Pitcairn memory bandwidth comparisons would be flawed.
Microsoft wasn't stupid enough bundling RX-470's 224 GB/s memory bandwidth with large TFLOPS increase.
Scorpio sets the standard Microsoft need to follow going forward. Constantly releasing a new better console within 12 months of Sony release will constantly give them the upper hand in terms of performance. Anything from 3-5 years of a better console for every year the Sony console is better going forward.

i was thinking though, if Developers coded games on the Neo Dev kits without the CPU up clock then that would mean a more stable games would it not?
