Right, most FPS's just use the "story" a framework to hang the game on.
It's quite a lot better than a game that takes itself seriously and tries to sell the player a narrative in a medium not known for quality narratives.
See I don't mind a story driven game when it's really good. But you're right, so many games today are focused on the story or "the experience" and take themselves so seriously when the writing is mediocre at best and awful at worst.
In other words, story heavy games that take themselves seriously have a place when they're really good stories. The problem is that many of the story driven games are not stories worth telling due to their mediocrity.
Another thing that games forget is that you don't need to have traditional storytelling in a game. You can be experimental and weird. Because if you experiment and the story ends up being bad, as long as the gameplay is good, it doesn't end up mattering too much. Take Hotline Miami. It's tough to say if the story is god or not, but it's certainly interesting to piece together due to the trippy atmosphere and weird visuals. Plus the game is held up by a rock solid foundation of its gameplay. So it doesn't really end up mattering if the story is good or not since it's just fun to play.
Another good example of what I'm talking about is Painkiller. That game's cut scenes are weirdly long and involved, all for a story that's honestly pretty stupid and not in a fun way. But it never once takes control away from the player for the sake of the story- in fact, the story and actual gameplay feel almost entirely disconnected. So even though the story in that game is weirdly self serious, it still remembers that it's a game and is supposed to let the player have fun.
