I would say the misinformation and misdirection going around about Tulsi is rivalling the negativity going on about Trump at the moment. From the DE playing games with the polls for the primaries, to her religious background somehow meaning she is a religious fanatic, to asking questions to Assad (which is not that uncommon I wager among politicians who deal with foreign nations) meaning she would be working for Assad, to the misinformation about her voting history and how she may as well be republican despite her policies, to accusing her of being a white supremacist because of who believes in her... It's one angle after another to try and defame her or seed mistrust, every time without much to go on. Every time not about her actual policies. Using juicy stories that people would love to believe if only for the intrigue. A continuous train of misinformation and spin-doctoring.
And like you say she isn't a front runner. So why all of this? Why make a thin as hair accusation about her being some Russian agent. Why would Clinton care so much about this, about her, to damage her own reputation by telling us this story? Even if she knew something, why would she choose herself to tell this story, right after the whole Russia-Trump fiasco without a strong basis out of the gate?
Looking at everything said about Tulsi it could be that someone or something is especially interested in bringing Tulsi down, but I wouldn't know why. Someone working with Clinton, who only stepped out of the shadows for them to create this odd extra layer of unknowns. Russia is likely aware that any 'connections' they leak/raise awareness of can hurt a candidate's chances. I would be surprised if they don't use this information to influence important elections (around the world) at least a little.
If Russia has been meddling with some candidates, I could see them use Clinton, giving her a head's up. That would make a little bit of sense at least, because Clinton could then sit on evidence to support this story, and Tulsi may not even be aware there was any Russian connection. That is the only way I can make sense of Clinton herself coming with this story in this fashion. Or Clinton and her support team are just not that smart. I mean, she's been through this before. I guess that makes more sense than all this intrigue.
