I've been saying they should do that for years and although your list is a bit overpacked with random characters that aren't even really characters (Helgast soilder, Navy SEAL)
Only major problem I could foresee with this idea is that most of these are third-party characters, and getting the licensing required and permissions to reuse these characters into a single video game would alone eat up much of the budget required to make such a thing. But even I have to agree, it'd be a pretty sweet game to play :D
though this would be a very cool idea. if the developers did make it they would probably mess it up by not putting enough characters on the game, or some of the characters wouldn't resemble the original ones. How about adding Raven from metal gear? He would be a beast!
