Most developers are well aware that most people will be using Windows 7 for a while and aren't going to hurt their sales by making a game that can only be played on Windows 8. I have no plans on upgrading to Windows 8 until I get a new pc which is going to be more than a year at least by then Microsoft will probably be getting ready to release Windows 9.
