Turned it all off and put the game on the lowest settnigs, didn't seem to work.cs26
On Nvidia cards some games don't properly run at the GPUs fastest clock speeds, they remain in desktop mode, maybe thats what happens with your GPU. Setting power management from adaptive to prefer maximum performance in the Nvidia system control fixes this.
There should be a similar option within the CCC somewhere I think.

Do you frequently alt+tab? That could be the issue, since that happens to me and my friend. Doing that pretty much tanks the framerate so we have to exit and reenter the game
Uninstall reinstall drivers. Roll back to an older driver if you have to.. or if you haven't, update to newest driver as this is a new game. During the process, make sure you use Driver Sweeper. You'd be surprise you got other drivers lurking in there. Other than that, and all those already suggested, I don't know what else to say.Elann2008This.

And FelipeInside to answer your question no, this is the first time this happened to me with a game. Games like BF3 and Batman AC all run like a train on high settings.
^^^^^ The problem is probley the graphics card, radeon drivers, thats why i took my 6970 back and went with nivida.
I have the exact problem.
My PC specs are:
MSI 990FXA-GD80
AMD Phenom ii x4 955
AMD Radeon HD 6850 (MSI Cyclone)
8 GB DDR3 1600 MHZ RAM
Corsair Force 3 SSD
Windows 7 Ultimate SP1 x64
With the lowest graphics options, I get around 15 FPS. On outside and crowded places, it's even decreases to 7-8 FPS sometimes. I reinstalled the game and the graphics card drivers and tried the latest AMD VISION but nothing changes. This is never happened before with any other recent game.
So I'm not the only one experiencing these problems. Im also having the exact same problem in the exact same places (dancehall=nearly unplayable no matter what DX) The one thing us unlucky sobs seem to have in common is AMD.. Old 3DMark11 scores: P6409 3DMarks 6946 Graph CS Score 5358 Physics score 4987 Combined Score New beta: P6570 3DMarks 7129 5455 5129 But its still not enough for Max Payne 3. But it runs a little bit faster now. I think they are on a good way.

At least it confirms that your problem with the game more than likely is a driver issue.

I have exactly the same issue as the OP. Extremely low FPS even with the lowest settings, actually the FPS is 15 average either with highest settings or with lowest settings.
My spec is:
AMD Phenom II X4 3.0Ghz
4GB RAM
Nvidia GTS250 1GB
I can play Arkham City and ACR @ 1920x1080 with almost everything on high.
All my drivers are up to date.
Edit: I tried rolling back to older driver, still same problem.....

I remember Max Payne 2 having the same problem when it came out. The only way I managed to fix it was with an upgrade. Hopefully you won't have to go that far.
Hello Everyone, I'm experiencing some problems with Max Payne 3. The game seems to stutter and has a really low overall fps that makes it unplayable. The weird thing is that it's probably not my system specs: AMD Phenom X6 3,20 ghz, 8gb RAM, AMD Radeon HD 6870. Also there is no difference when I put the game on the lowest possible graphics or the highest, oddly enough it seems to perform even slightly better on the highest?! My HDD is kind of old though like 2009/2010, but I'm able to play games like BF3 and Arkham Asylum on high settings without any problems... If anyone has some advice regarding this matter it would be greatly appreciated. Thanx in advance!cs26
