well some times they have another kind of ui. Note that the bios have the same basic options 99% of the time and some of the more fancy version have lots of exra options. Anyway dont you know someone with some computer experience?

I do but im away for the summer so theres noone i can ring up to help. Thats why forums exist (sorry, im grumpy that i just bought a 1000$ dollar computer that doesnt work)

i see an option for initate graphic adapter and it has options such as IGD, PCI/IGD, PCIE/PEG, PEG/IGD (which its on now) PEG/PCI should I change this setting?

Edit: NVM it sounds like you already had it there. If you can see the BIOS with it attached to the PCI-E card the card is probably ok. It's just getting the OS to recognize it. With my Radeon 3650 (I know it's old) I had to install the drivers from the driver disk BEFORE I could install up the updates from the ATI site. If I didn't it would only install the Catalyst Control Center, but not the updated drivers.

Put it to PEG/IGD

IGD=integrated graphics

PCI=PCI card graphics

PEG=PCI express graphics

Does it show on Device Manager now? (open Display Adapters)

okay so heres where im at now! I went to bestbuy and had a new PSU put in so now I have my Radeon 6950 in and the monitor cable is plugged in to the video card and working. I installed the drivers from the card and installed the drivers from the website and it says that my drivers are all up to date but when i try to start like Solitare it says that hardware acceleration isnt enabled

okay after a restart of my computer the problem is gone! now to wait for my Arma 2 to finish downloading to test it!

Im not sure man, I took it to best buy and had the geek squad tinker with it, they had it fixed and perfect in about an hour. I needed to by a new PSU to run the 6950 but i wasnt too upset about that because well... its a 6950 lol. everythings running great, cant wait to run Arma 2 finally!!! Thank you so much for your help, I really appreciate the time you took to help me and I hope I can return the favor one day

No worries mate... buy me a cookie one day, lol.... Just glad u sorted it out and if you are running a 6950 it's good to have a strong PSU or else the card will die sooner or later. Just PM if u need anything else....always glad to help :)
