I would go with dynamite. It was pretty much essential in the large scale mining for the ores that make up most industrial revolution era inventions. Without it, the metal for the X-Ray machines would still be stuck in the ground.

The invention of the wheel, hammer, language, electricity (though technically a discovery), telescope, compass, money (or more accurately the idea of something being used for exchange of goods and services) and the internet were all more important to the development of human civilisation than the invention (technically discovery) of x-rays ...
Surely the entire concept of Medicine is a more important invention, considering that before it developed, people rarely lived beyond the age of about 30. And it would encompass things like penicillin, X-Rays and MRI scanners, which were all invented as part of the furthering of the medical discipline...

I mean, why would they vote X-Ray over something they're more likely to use, like the computer? Back to the list though, that's really bad. The wheel, dynamite, writing, language, all these are more important than the X-Ray. Though, medicine in general is near the top as well.

Language covers many things - the signs you give off when you do anything is a type of language, a type of communication. When cavemen grunted, that was a language and was more them experimenting and discovering than inventing. Although other communication methods like phone and such would be quite high up there...
