We don't say Thousand, hundred, etc...
We say: Mill, cien, etc...
Just because the signs around Jan Juan and other "white areas" are in English and Imperial doesn't mean it's what the island utilizes.
PR uses Metric and Spanish in the schools. The only reason the speed limits are in MPH is because the majority of the cars are from mainland USA, which don't have metric speedometers (older small cars).
