I don't think it's especially smart - playing on peoples' religious motivations isn't a hard thing to do. If you can get past the immorality of exploiting their deepest beliefs by lying (rather ironic, actually) and are charismatic, then you can do what this guy's doing.

Given that he thinks the entire world is full of sinners, and that sinners deserve death, he'd kill far more than that. Fortunately, almost no one cares what he thinks.
