Is the word "obviously" an insult?

When someone says to someone else "obviously" isn't that an indirect insult? It's like saying "youre dumb" except cloaking it. Whenever my cousin says "obviously blah blah blah" I feel like grabbing the back of his head and slamming it through a glass window.
