I did a little research myself. Looks like the first mentions were largely during the early 80s though the largest increase in talk of it was after the first X-files movie. So it seems there is some history of it before x-files and Deus Ex popularized the notion which is what I had thought at first. Seems like quite a bit of the conspiracy stems from legislation from Kennedy proposing the creation of an organization that later became FEMA. The thing is many of the provisions that do in fact seem rather odd aren't kept in the final version of the groups objective.

That's some interesting backstory for sure. I'll have to look some of that up. There has been some much more recent legislation regarding the commissioning and construction of the camps though. The Patriot Act gave the federal government the legal means to use them to detain people indefinitely. Interesting tidbit- The "Fema Camps" episode of Conspiracy Theory with Jesse Ventura was pulled from the air after just one showing. Ventura inquired as to why TruTV wasn't showing it anymore, and they gave him a vague answer about "outside pressures." Usually they show the older episodes numerous times after the initial airing. Not that one.

Fema Camps are not real. It's just another obsession by thruthers/911 conspiracy theorists. FEMA may have emergency storage camps, but not concentration camp.
