Looking for a specific game for PC

I'm looking for a specific game for PC: a city builder, in which you can manage how much taxes people pay, what policies to enact etc., and which would not be difficult to play against AI opponents (if any). I know that there was Capitalism in the nineties, which would fall on to this category, but I'm looking for something more recent.

Haven't played it myself but City-state might be something like that.
