How would I know if a particular user has been banned?

In the past that particular user profile would show the word "banned" across it; but I have read that this particular user has been banned yet his profile appears normal (aside from the fact that it appears he hasn't posted since July 27h).

Perhaps this user has just been "suspended" and not actually "banned"?

It's policy for the moderators not to discuss moderation history with anybody besides the user being moderated. This is not a question we can answer for you I'm afraid.
