The Division Doesn't Include Brooklyn at Launch

It hasn't been ruled out for DLC, however.

Although previous videos for The Division showcased sections of Brooklyn, the ambitious shooter will not include the borough, at least not at launch. Instead, Ubisoft is focusing exclusively on Midtown Manhattan for the game's release--and as it turns out, there is a story-based reason behind this decision.

"For Tom Clancy's The Division we are going with Midtown Manhattan," creative director Magnus Jansen told The Examiner. "It is because of the 1-to-1 recreation and the way the pandemic has [happened]. Basically, everything has been hit and there are no more resources because everyone tried to get out. There is no more gasoline in the cars, there is no traffic, you're on foot."

Jansen went on to say that Midtown Manhattan itself will offer a "huge open world" and it should make up "more than enough to sink your teeth into." Jansen added that players can look forward to a deep level of detail and density in the main Midtown Manhattan map.

DLC will be available for The Division. It's possible that Brookyln--as well as other boroughs like Queens, The Bronx, and Staten Island--could be added post-launch. This is not confirmed, however.

The Division's closed beta begins January 28 on Xbox One for people who preordered the game. PS4 and PC players can jump in January 29; the pre-release play period ends on January 31 for all platforms.

Surely no one here is remotely surprised. Releasing 50-75% of the game for full price and then releasing DLC (something that didn't even exist ~10 years ago) so you can buy the remainder of the incomplete game is just how business is done these days. The reason is that releasing the game for the US$100 they would actually need to charge to make the same sort of profits as they used to wouldn't fly with consumers, but it is actually what they would (should?) charge if they could get away with it and/or is required to make a decent ROI for the corporation's shareholders (which also directly affects the bonus of the CEO). DLC is the stealth inflation of AAA video game pricing. Consumers should add the price of ALL DLC or Season Passes to the cost of the sticker price to calculate what the game is actually going to cost them and base their purchasing decisions on that, as opposed to the "teaser price" you see in the shop/Steam.

@mdinger: I don't remember games being, on average, any larger in 2006 than they are now. I mean, we just finished a year with The Witcher III, MGSV, Arkham Knight, Assassin's Creed: Syndicate. Pillars of Eternity, Dying Light, Bloodborne, GTAV, Fallout 4 and I'm sure one or two big, open world games that I've forgotten.

It doesn't feel like gamers are getting short changed to me. We need to pay attention to what we're spending our money on, but that was true 10 years ago too.

@Mogan: I guess you see DLC as some sort of "added value" then? Icing on the cake. A cherry on top. Well I don't. Restaurant's don't usually charge you extra for the icing on your cake. Or for the cherry on your ice cream. The fact is games of yore didn't have these things, because they either didn't need them or didn't warrant them. The games were "complete" from the get go. DLC imo is almost always basic consumer gouging (although you could indeed successfully argue The Witcher 3's DLC is pretty decent and appropriate). Extracting every last cent from a gamer's/fan's pocket is the road to profits in the minds of the execs (probably not the devs themselves, who get paid the same either way). The entire gaming industry imo is so much more cynical now than it used to be imo. I guess you disagree?

@mdinger: Your analogies are flawed. DLC is extra content to extend the life of a game. In the "games of yore" didn't have DLC because the delivery method didn't exist yet.

I don't think you understand what consumer gouging is, based on what you said. Offering extra products for sale is not gouging. Gouging refers to changing the price of something.

I don't see how you think Witcher 3 DLC is any different than any other game. Have you played The Division DLC yet or something? Please, enlighten us.

I hate to break it to you, but games are more expensive to create than ever, and the price to purchase them has gone down once you adjust for inflation. This fantasy world you live in of developers trying to "extract every last cent" is ridiculous. Video game developers are not charities. They exist to make a profit.

Erm, that is like what I said! I would actually be happier if AAA games just cost $100 so we can see the FULL price for the complete experience up front. The new Battlefront game is particularly egregious, since a lot of players are not going to have the same game as others unless they front up more money. @mdinger: Depends on the game and the DLC. If I get my money's worth from the game, then I don't care about how much DLC there is or when it launches. If the game is light on content, I'm much more likely to just put it away and ignore any DLC. So I usually either get my money's worth or I don't spend any extra.

Saying games 10 years ago were never light on content just isn't true. I was actually just talking to a friend about Heavenly Sword the other day. That game is 10 years old this year and it lasted about 5 hours. And saying games 10 years ago didn't leave behind any content which might be DLC today isn't something you could actually know.

Like I said before, I don't feel like we're getting any less for our money today than 2006. Plus we've got more and larger sales/give aways on games now. So I think we're doing just fine.

@mdinger: I agree that done developers handle DLC pretty poorly, but it's not really your place to tell a developer what 100% of their game is. That's like saying you were ripped off by paying full price for Avengers when it's only 1/3 of the story.

In the end, what you get for $60 is the full game. Whatever they decide to sell extra is, by definition, extra.

@rlg5150: There's an awful lot of difference between a sequel and DLC. Do you disagree? DLC would be the equivalent of charging extra for that post-credits scene at the end of the most Marvel films. You know, the ones you DON'T need to pay extra for (yet, anyway...). Like those 16(!) DLCs CDPR also just give you for zero... because not doing that would be gouging/taking advantage of the loyal customer. You know, the customer that as the provider of a good/service you're supposed to respect. What happened to "the customer is king"? When did that become "the customer is a sucker"?

@mdinger: There's absolutely no difference. There's nothing that defines a sequel separate from a downloadable expansion.

You seem to be hung up on WHEN something was made. Like just because a developer made something you're entitled to it. Guess what? Marvel is working on new movies long before the one you paid for is finished. They also shoot scenes that never make it into the film at all. Some scenes may be sold later as part of a collector's edition Blu-ray release.

But that's all beside the point. Whatever they package as the final game, is by definition 100% of the game. If they want to sell you additional content, that's their own decision. It's also your decision whether or not to buy it. It's their product and they can package it and sell it however they want.

I don't know why I'm even bothering, though. I already know this relatively simple topic is WAY over your head.

@muzza93: Ehh, something already exists; how finished this area they're talking about is we don't know. I agree that it's not a great thing to show something pre-release and then say it wont be in the shipping game ... but we're still not entitled to it. We aren't hiring the developers to make a game for us; they're making what they want to make and then selling it the way the want to sell it. Our decisions begin and end with whether or not we want to buy it. If this area of the game not being included makes you not want to buy the game, that's fine, that's your choice ... but nobody is doing you wrong or anything.

@muzza93: A small demo of an area is not content. You obviously have no understanding of how game development works.

Regardless, they could have created and finished Brooklyn and 50 other areas. It doesn't matter. You're paying for Manhattan. It's not your job to tell a company how they sell their own product. No other consumer product works this way and I don't know why you think video games should.

ok first off i hate destiny and everything it stands for as a game. second off this game has aspect of destiny in it so off the back it lost me as player. lastly i have no doubt that gamers will by this and complain later that they ripped off just like in destiny because they fell for the hype again. Yet they will refuse to own up to their moral obligation to wait and see how things go first because wll they have to be first with everything. In conclusion i think this game and the gamers will have a few hours of enjoyment but other than that it will be a huge waste of money and time.

I love... LOVE how the writer kind of gives the impression that Mid Town Manhattan is small lol. As though it's going to be a Destiny rehash, where you're running through all but 4 or 5 destiny sized zones repeatedly. When in reality, the map is HUGE! I could honestly care less if any of the other boroughs are included. I'm sure that they'll be added with DLC though. However UNLIKE destiny, there's a clear story from THE START! I know... I know... It's just INSANE to think a game would actually include something as meaningless and irrelevant as a story....

@Barighm: I remember a rumor about a game that it was going to create a new genre, and that it was so new and unique that it would be a breakthrough game. That the story was rich, and so was character customization, and raiding would be top priority end game.... Then it came out and Destiny was nothing more than borderlands with better graphics, well arguably, I think borderlands has Destiny beat because of the humor, and the cell shaded graphics work well for it, not to mention the soundtrack... I'm far FAR more excited to see Borderlands 3, and Red Dead Redemption 2, and of course The Division than I am for any other games coming out... Dull.... that's hilarious. twitch players who are 12 years old and live on CoD might find it dull because there is actually a story, and you can't just run around shooting like a complete moron and do well, you actually need to use cover, and teamwork, so yeah, I'm sure some find that Dull... personally I hope they do, I don't want a bunch of idiotic children running around just trying to be idiots, and ignorant to everyone they come across... And yes, I know I sound elitist, and condescending, but anyone who can admit the truth knows that the portion of pricks who run around trying to gank people, and just act obnoxious aren't guys in their late 20's and thirties, it's kids. Not that all kids act that way, but there's a large enough pool of them that do. So... here's hoping they can't take the story, the quests, and the gameplay, and stick to CoD.

I love how devs these days see DLC as a reward for the user. Good news! you'll get more areas to explore, areas that 10 years ago would have been included with the original purchase...

@lukey52: 10 years ago you'd get a game half the size full of bugs that will never be fixed. Brooklyn would have been cut for story purposes and never, ever seen again.

@Barighm: My point is ideas and content get cut. Not everything written down or said will make it to the final product. Movies are a great example, books as well. Stuff gets cut and never gets mentioned again, even back in 2006, even now.So ya, that could have happened then. It can happen now, and it WILL happen in the future. It'd be ridiculous to think that everything ever said in a discussion about building a game, or any work of entertainment would make it through.

Things to understand before reading this comments section.

1. Cut Content: Things to which I am entitled. The withholding of Cut Content is morally wrong and grounds for legal action. Or at least the angry suggestion of legal action on a message board. I am a lawyer.

2. Pre-release Videos and Screenshots: Iron clad promises of what the game will actually look/be like when it launches. Any extrapolations I make up in my head, based on the aforementioned Videos and Screenshots also constitute promises by the developer.

3. Developers: People I totally paid to make this game the way I wanted it made. Also people I can speak directly to through posts on some third party forum. Seriously, they're supposed to listen to me; otherwise I might not buy their game.

4. Game Development: A subject I am an expert in.

5. Waiting Until the Game is Out Before Passing Judgement: ... What? That's not a real thing. You're clearly a corporate shill.
