Spot On: Japanese devs' spin on 360

Despite a massive effort, Microsoft's console is still struggling in the Land of the Rising Sun; Executives and game designers discuss why--and what can be done.

TOKYO--It's no secret that the Xbox 360 hasn't exactly seduced the Japanese market. Even though Microsoft spent lavishly wooing the island nation, its new platform's December 2005 launch in the territory was largely met with indifference. By contrast, the 360 was nearly impossible to find in Europe and North America for months after its November 2005 launch, despite reports of now-infamous hardware issues.

Nevertheless, the 360 had a substantial head start in Japan. The other next-generation consoles didn't launch in Japan until late 2006--the PlayStation 3 on November 11, and the Wii on December 2. And although the Wii's 25,000 yen (about $215) price point made it the clear favourite for frugal gamers, the 360's 39,795 yen (about $343) cost put it below both the 49,980 yen (about $431) 20GB PS3 and the 59,980 yen (about $517) 60GB PS3. (Both PS3s have since been discontinued in the US, and the 20GB was never released in Europe.)

So how is the 360 faring in Japan one year after the next-generation war began there in earnest? In a word: poorly. Though Microsoft claimed to have sold over 11.6 million consoles worldwide through the end of July, only 1.5 million of those were outside North America and Europe. Indeed, various reports pin the number of 360s sold in Japan as less than 500,000 and as low as 420,000. Nor do the platform's fortunes appear to be improving. For the week ending September 23, 2007, Japanese industry tracker Media Create reported that only 1,687 Xbox 360s were sold in Japan, compared to 10,732 PS3s and 24,992 Wiis.

Microsoft is quick to point out that the Xbox 360 is doing well in other regions, with 6.8 million in North America and 3.3 million in Europe as of July 31. Consequently, the console's success in Japan, or lack thereof, will not make or break the console. Clearly, though, the publishing giant wants to break into Japan, an influential region regarded by many as the holy land of game culture.

OVERCOMING THE XBOX LEGACY
So what has Microsoft done wrong? Aaron Greenberg, Xbox Live marketing director, thinks that the problems go back to the original Xbox, which sold poorly in Japan after debuting there in February 2002--nearly two years after the PlayStation 2's debut.

"The feedback we got from the original Xbox console was that people didn't like the black colour and they didn't like how big it was," he told GameSpot. "We worked with the Japanese design team to design the Xbox 360, so the console was designed with a Japanese style in mind. Hiroshi Ogawa, director of the 360-exclusive Infinite Undiscovery, concurred. "The first Xbox was a little big, a little bulky, and in Japan that doesn't go over too well."

That said, Greenberg isn't entirely convinced by the research and the reasons given by the Japanese respondents for not liking the console. He said, "This isn't like a car where you're driving it around town... I don't buy any of that stuff about the colour, to be honest with you. ... We listened to that advice and we made a white console, but then Sony made a black one, and theirs is now bigger [in Japan]. But I think if you have games people want, then they will buy the system."

So what must Microsoft do to court Japanese gamers? "In order to succeed in Japan, [Microsoft] needs Japan-created content, not just a lot of foreign games that have been localized," Soulcalibur IV lead programmer Masaaki Hoshino told GameSpot. Indeed, many developers say that, naturally, there is a bias toward Japanese games in the Japanese market. "People think [foreign games] are difficult and there's no guidance on how to clear the objectives," said Ace Combat 6: Fires of Liberation director Natsuki Isaki. "Now that has changed, and they are much easier to play, but this bias remains among Japanese gamers."

JRPGS: THE KEY TO SUCCESS?
Natsuki Isaki agreed with his colleagues, "I personally like games like Tom Clancy's Rainbow Six Vegas, Gears of War, and Test Drive Unlimited," he said. "But I think Japanese players don't want challenging, stressful, difficult games. Japanese players would rather have role-playing games with a slow tempo, where they are led and shown what to do. So, maybe games like Blue Dragon will start to change things. When more of those kind of games come on to the market, then I think more Japanese players will accept the 360."

Indeed, Blue Dragon comes from one of Japan's most famous RPG designers, Final Fantasy creator Hironobu Sakaguchi. The nearly 25-year industry veteran is one of several high-profile home-grown designers that Microsoft aggressively courted to create 360 exclusives for the Japanese market. Though other games developed through the program fared poorly at retail--games such as the Tetsuya Mizuguchi-designed action game Ninety-Nine Nights--Blue Dragon struck a chord with Japanese JRPG fans. In an interview earlier this year, Sakaguchi said the game was on track to double its sales target of 100,000 copies, which, although modest, is remarkable given the 360's tiny installed base in Japan.

At the moment, several Japanese-focused RPGs are in development, including two from Square Enix: the Sakaguchi-designed Lost Odyssey and Square Enix's Infinite Undiscovery. However, Ogawa thinks Microsoft needs to make more JRPGs if it wants to succeed in the territory. "I think in the previous generation that when it was the Xbox versus the PlayStation 2, Microsoft was unable to put out many RPGs," he explained. "They weren't able to put out the type of games Japanese players really play. And the resistance to 360 may be some holdover from that."

THE EARLY ADVANTAGE
Given the fact the 360 had to overcome the Xbox's tarnished legacy, one might wonder why any Japanese studios decided to make games for it at all. Some designers say that they chose to work on the console simply because there were no other next-gen options at the time development of their game started.

"We really wanted to develop a high-end game, and the desire to make that kind of game was more important than the market to us in the beginning," said Infinite Undiscovery producer Hajime Kojima. "The PlayStation 3 wasn't out at that point. Also, from the business side of it, it was originally a Microsoft and Tri-Ace project, so obviously Microsoft was going to push for it to go exclusively to the 360."

Natsuki Isaki agreed, saying that the 360's early start is one of the reasons that Ace Combat 6: Fires of Liberation went solely to Microsoft's platform. He said, "One reason for choosing the 360 is that it was the first next-gen hardware to market. There was a big gap between Ace Combat 4 and 5, and we wanted to get the next phase out as quickly as possible, and the 360 was the first hardware available."

Hoshino adds, "The main thing driving us is that we want to create content to please the fans. And to do that, we want to have it available on as many platforms as possible to reach as many fans as possible."

INTO THE WEST...AND BEYOND RETAIL
Now that the PlayStation 3 is up and running, does this mean that development in Japan for the Xbox 360 will dry up? Unsurprisingly, Greenberg doesn't think so. "Square has announced two more titles for the platform," he said. "There's a new Final Fantasy XI expansion that has been added on. Capcom, Namco Bandai, and Konami have all brought exclusive titles to our platform. I think as we continue to grow our install base, we'll continue to sell a lot of games around the world, and we'll get more and more publisher support."

Also, some developers said they liked the idea that the 360, although unpopular in Japan, has a good install base in North America. Indeed, the popularity of Capcom's Lost Planet: Extreme Condition showed many Japanese developers--including the increasingly West-focused Square Enix--that the 360 can give their games a global audience. "The worldwide aspect is definitely there," Ogawa confessed. "Also, in terms of the next-generation consoles, the PS3 isn't quite at the level where the PS2 was, so if you're choosing a next-generation console, it's not such a great difference between the PS3 and the Xbox 360. We foresee that the Xbox 360 will expand."

Other than concentrating on nabbing more Japanese-friendly games like Blue Dragon and Infinite Undiscovery, what else is Microsoft doing to try to grab more market share in the region? Phil Spencer, Microsoft's first-party publishing general manager, said that the company is doing a number of things, including investing in projects that do not have a North American focus. He explained, "It is true that outside of North America and some European markets, the method for creating and nurturing community and their appetite for subscribing or purchasing content takes very different steps. You see us today focused with shipping very core titles like Blue Dragon, Lost Odyssey, but as you can imagine, our future endeavours go beyond simple Xbox 360 shrink-wrapped products."

Greenberg adds that he believes the recently announced spate of Japanese-developed Xbox Live Arcade games will help the 360 gain surer footing in the Japanese market. "A lot of small- and medium-sized publishers that make niche games more targeted to the Japanese market are now actually coming on Xbox Live Arcade," he said. "We've had the Capcoms and the Namco Bandais on Arcade, but now we're seeing increased support from [publishers] like Hudson. And then you get into studios like Treasure and Exit and all these other companies that really haven't traditionally had a large presence in the Western markets. They're focusing on Arcade because it's a great platform for them to make and sell original-style games that appeal to not just Japanese consumers, but consumers around the world."

THE FUTURE
Greenberg says he's happy that the future looks rosy in Japan for the console and that the next-gen war is far from over. He told GameSpot, "If I felt like where we were with the 360 in Japan was impacting our ability to get games out of this market, I would be more concerned. But we're seeing more publisher support here than we've ever seen before. We had more than twice the titles PS3 did on the Tokyo Game Show floor this year. We've got 300 titles. We have a larger install base. We outsell Wii and PS3 combined from a game standpoint. So I feel good about where we're at."

However, even Greenberg admits that for a new entrant and outsider such as Microsoft, the Japanese game market is a tough nut to crack. "It's a very mature market," he confessed. "People have owned consoles here for many, many years. People from 8 to 80 play video games here. If you go to the arcades, you'll see adults chain-smoking in suits playing games. It's wild."

How about microsoft throwing a bit of cash sega's way to make a few exclusives. Shenmue 3 for instance would be a verry big plus in japan. also mabe some old dreamcast game seqauls, skies of arcadia2,rez hd and so on.

MS needed to have a weekly give away of 100 consoles/week in Japan, and have a competitive RPG style game that people can compete in to win. It gets people out to try a new game, and the winners go home with their own console and copy of the game, plus at 100 consoles/week, i'm sure MS can afford that. All the people who didn't win, if the RPG type game is good, would probably spread good words about it. For MS, it's propably not just RPG's but actually getting people to try out their console.

In Asia the people tend to favor their locals, that's always like that, is a ancient type of culture, they don't trust outsiders, that have been changing with the times and progress that they are having here, but it will take at least one more generation to surpass that on a bigger scale. That's the only reason the Xbox is thriving, on the other hand i hate RPGS, and that's why i have a X360.

I like my 360, I like my PS3, I like my Wii. Im a Brit, I like Bangai-o. I'm not an alchoholic... Who cares, who makes what type of games, as long as they are quality.

Lastly...there's no interesting title made to Xbox/Xbox 360 so far....such as FFXIII or MGS 4.....Luckily...MS is smart to published title like Gears of war and ninja gaiden 2...plus A++ titles like RE5, DMC 4, & Last Remnant make their debut to 360....that make me buy a 360....& let hope FFXIII and MGS4 will lose their exclusivisity and come to our consoles someday...

what really piss off about Xbox 360 is region lock...if i am japanese or asian gamers....i'll prefer ps3 more than 360....because first lack of RPG games and second lot of FPS/Strategy games that can be played by our PC....

You people don't think that the Asian community dosen't have a bias when it comes to this topic? Just check out this site, dragonbox.com, it sells every gizmo for every system under the sun .......EXCEPT xbox 360. And this guy is based in America and is an Asian American. Ha, now if that isin't proof I don't know what is. Completely boycotting your own store of the 360 even as an Asian American? Wake up to reality people and stop sticking your heads in the sand. Look im not trying to start a fight but I sure aint one to pretend something is not there.

It's simple PS3 and Wii are stil huge and from their own country so why would they buy some foreign product over their own. I would do the same if my country had their own succesful console. The only way I would buy a foreign one would be a amazing exclusive that I just had to have. They might have Blue Dragon and Lost Oddyssey but they need Final Fantasy, without it they dont have a chance. Getting FF multiplatform is the only way they could sell some consoles.

Something about Microsoft's hopeful future endevors comes off as a better 10 year plan than Sony's. If RPGs seem like the golden ticket to for breaking open the Japanese market then please Microsoft... feel free to churn out as many games as possible. Oh I don't think that NinjaFoot. Your statement has so many contradictions to it. For example, Japan is quite welcoming of other cultures. Take for example, the McDonald's food chain. Anyway, all countries are biased. Britain for example has nothing but love and compassion for the FIFA series, or any football for that matter. That's not to say that we all love them. I know Japanese gamers who love Halo and Gears Of War. It's the total reversal isn't it? In Japan, the Western games are very rarely bought, but in Europe and America the Eastern games don't sell nearly as well. Just because the Japanese aren't interested in the Xbox 360, would you risk a week's wage on something that you're unsure whether or not you'll enjoy? The inherent problem is the fact that Microsoft designed the console for its native homeland. Yes, you can hire Japanese console designers and make it look pretty, but straight away everyone knew what sort of games would be released on the 360. Compare the shooter games to the games that would appeal to the Japanese audience, the difference is startling. The answer is not too simply make Role Playing Games and hope for the best, but to actually encourage innovation. It's all fine and dandy to make a mediocre RPG like Blue Dragon, but it was hardly pushing the envelope was it? Microsoft need to be more brazen in its approach. Why go straight to the big names? I don't understand that. Sure they have experience and influence, but look at say the quality Level 5 (makers of the fabulous Dark Chronicle) excels at. A little known company that has made great games. My point is, Microsoft need to give the small time developers a chance to shine, it's what Sony did. I believe that if Microsoft did that, then they maybe able to succeed in breaking into the Japanese Market. The quality is there, it's the just quantity that is needed, Microsoft.

If the 360 could crack the Japanese market, they could possibly even beat out Nintendo. Not that I would really want that but they are doing very well in general already. Cracking such a big gaming market would almost ensure a huge victory. It will definitely be interesting to see where things go from here.

No both Microsoft and Sony will give up and we'll be stuck with the Wiii (notice the extra I said like w-i-i-i) which will be on par with a 2600 graphics wise but have a plug which jacks into your mind to control the pong paddle. Oh yes the future can be dark you just have to dwell on it.

miltown I guess Microsoft didn't do a good job with downsizing how large the console is. I just purchased a 360 and if you have one, you know what I mean when I say that it's HEAVY. It weighs a ton. I think that Microsoft would do better in Japan if they had a remix to the Xbox 360---something smaller. The japanese are small-liking people (hmm....wink. wink. lol) so they probably like their consoles like that as well. have you not seen or held a ps3?

There must be a little hint of bias for the Japanese people no matter how you spin it. Blue Dragon for X360 would be a typical example, a decent not great but a solid decent JRPG that had a lukewarm reception from the Japanese. If this game has been for PS or Wii, they would have come in droves. Call it what you want but there is bias in there.

hey if valve can crack the Japaneses-non-pc-playing market with its pc games (counterstrike and half-life 2), so can Microsoft... although technically valve got someone to make the 2 games for arcade use.... see Counterstrike Neo and Half Life 2 Survivor

Japanese don't want difficult games? Has anyone played FFXI? That has to be the one of the hardest games I have ever played in my life. Infact anyone who plays it knows it can be as stressful as heck. They need to examine the Japanese culture a little more carefully. In anycase their efforts are commendable.

@p00phead "u made mgs2 on xbox aswell as ps2" not really the xbox MGS 2 was a port, it wasn't made for the xbox originally. Some games are just meant to be PS3 exclusive

I want to live in Japan for a while and play Capcom Vs. SNK 2 against a 40-year-old, chain-smoking business man! He'd whoop my ass, though! Damn, oh well! I really think that the 360 has a pretty good chance, especially because of the fact that most ps3 exclusives have moved, and especially because of the fact that VF5 has online-play exclusively to the 360 version, and on top of that, the 360 version is based on the A version of the Arcade and the ps3 version is the B version, so 360 owners get improved graphics (probably better anti-aliasing, like the diff. between vf4 and 4: evo) and more customisation options (hundreds more, literally!)!

This is not a news, is a report try to put a positive spin on 360 Japan at the time of Halo3. From a business point of view, Japan is the most important market because it has so many legendary game developers there. Sony and Nintendo has home grown advantage. Japanese developers will alway make games for their own market first. On top of that, if the game sell well in the West is icing on the cake. The problem with Western games is the market want only one type of game -Action. Western game developers will be difficult to raise fund from EA to create LittleBigPlanet type game. Factories are getting shut down because they arent as big as they used to be. Thats far from getting dominated. Japan vs America is still around 50/50, japan used to have less market share than america which is why american factories are being shut down. They are far from "in danger" or being "small". And if it helps you sleep at night, companies like Toyota and Honda manufacture their american cars in america, meaning people still have jobs, just at a different company. When youre at the top you can only go down, thats what happened to american car companies and its going to happen to japan. If youd actually take the time to come out of your american made bubble and look at real japanese games then you would see what I mean by americanized. Games like FF, MGS, Resident Evil have all been made with americans in mind because they know theres a market there, the developers themselves have said so. They try to market those games to both japanese and american players. There are hundreds of games in japan that will never see the light of day in america because they are far too japanese.

i am a 360 fan, I own a PS3 and wii too. I can see why the Japanese like the wii and the hulk more........Did I say HULK! Yes I weighed the PS3 and original XBOX! The PS3 is heavier and it's black too!!!!

Oh, so car factories aren't getting shut down, I'm just making it up? You try and tell that to 800 people who lost their jobs at the Ford and Chysler plants. And what was so Ameriicanized about FF? His haircut? the sword? or the airship. What?! Fact is they are biased, titles by japanese developers aren't selling well either. The only difference is it happens to be on x360.

TheoleDominion1 you need a reality check. FF is not the only japanese game. America sees an EXTREMELY small percent of japanese games. You are showing your ignorance by just making that comment, you clearly have no idea over what most of the games in japan are like if you think they are like FF. FF is one of the most americanized games that come out of japan. And for gods sake the japanese auto industry is far from dominating, they have a slight lead right now because they are more progressive in fuel economy than american brands which is the current trend. You want to talk about dominating? The iPod and Dell. 2 american companies that crush the competition in all countries including japan. And this is not a case of japanese electronics dominating because of lack of competition (is there even an american home electronics company?), the ipod has extreme competition from japanese gadgets yet Apple still crushes them all as if they didnt exist. The japanese love Apple products, probably more than americans. Sony cant even compete with Dell on their home turf, Dell crushes everything everywhere.

The Japanese like a different kind of "hard" than westerns do. It's true that many games brough to the US are made more difficult, and it's true that some are dumbed down. It's a matter of prospective. Jamanese are more diciplined, and less into the open world. They don't like the super hard FPS, but are not aposed to FPS totaly. Problem is Marketing, Bias to products made in Japan, and a lack of games for them. Except for marketing MS is making some good moves in Japan. Get the marketing on track, and keep corting developers... and you just might gain some more market share.

I love how they say Japan likes simple games. This guy in the article is an idiot and has no understanding of the Japanese culture. It's not as prevalent now days, but games released here for the NES, SNES, even the Nintendo 64 were "dumbed down" for us as Americans. Don't give me that American games are harder BS. It's quite the opposite and always has been. They don't change the difficulty now days as much, but it happens in some rare instances.

@mikegoskate you are fool. @SoupNatsi I been trying to make the point but ppl keep ignoring it.. Shows like 24 etc do well in Japan. Yet everyone is call them bias.. People need to learn, when the 360 gets more games that the Japanese like.. The 360 will do better untill then its dead. Also some stores have DMC4 etc, still has PS3 only game.. MS marketing sucks there.. Its MS fault the 360 is doing poorly not the Japanese..

Unfortunately, it doesn't matter how many great games MS has, it's very hard to overcome "prejudice", or "ignorance". Blue Dragon nor Lost Odyssey are going to break any sales records over in Japan. Make games according to THEIR taste? Are you nuts?! I don't recall Americans snubbing Final Fantasy because the characters had "spiked" haircuts with a sword as big as a Volkswagon on his back. It's a double standard "you can accept ours,but we won't accepts yours", WELL SCREW THAT! You wanna call MS a MONSTER?! The Japanese along with other foreign products has been DOMINATING the U.S. economy for years. Television, stereo, electronic devices, and the automobile industries. Why in the hell do you think American car factories are shutting down all across America?! Honda,Toyota, and others are THRIVING, whose the real MONSTER?! People losing their jobs left and right EVERYDAY! The American companies that are in business are HIRING employees OUTSIDE the U.S.(call customer support and see if there's someone that can speak fluent ENGLISH why you're trying to understand what THEIR saying and trying to explain YOUR problem) or bringing them here and GIVING them the jobs. WE all can thank the AMERICANS for letting this happen. So as part as the "barter agreement laws" yes some American products do ok in Japan, but their not stupid and will NOT let foreign products dominate their economy. There's a huge difference between "doing well" and "dominating". They're not losing jobs and closing factories because of a foreign product is driving them out of business. So you guys keep making excuses why MS isn't doing well while having the best and most quality games including jrpg's. I'm calling a spade, a spade and they are as biased as they come. Americans need to start supporting their OWN products or Sony's $399 version of the PS3 will be kicking MS x360 in the a$$ REAL soon. PS. I'm an American who just WOKE UP, why don't you?

Japans economy is reliant on electronic exports. If they start importing and competing against it's own economy... well, that ain't good news for them. Naturally they will buy Japanese and sell Japanese.

People need to grow up. The japanese dont hate american products, many american products have complete market dominance over japanese products in japan, like the ipod which has stiff competition from the latest japanese gadgets. Stop taking one anomally and stereoptyping the entire japanese economy as xenophobic. It comes down to games and only games, which is a form of entertainment and is equal in cultural significance as music and movies. Look at the japanese best selling games and look at american games, they are nowhere near the same kind of games, not the same genre and not the same ideas. Oh and notice something else about them? The japanese games never get released in america because americans would never buy them. Does that make america racist too? What is so hilarious about the hypocrisy behind calling japan racist is that japan is much less xenophobic than america, proof of that is in their acceptance of american franchises like McDonalds/KFC and especially english music and movies which is surprisingly popular over there. When was the last time you saw a japanese band on MTV? Or a #1 selling japanese movie? They see american bands on MTV all the time, as well as #1 selling hollywood movies, they know american celebrities almost as well as we do. Simply put japanese people dont buy Xboxes because Xbox has so few japanese games, which is a fact stated in this article. Not just the japanese games that WE KNOW like FF and Resident Evil, but the japanese games that we DONT KNOW like weird dating sims or other games deeply rooted into japanese culture. People need to stop being so stupid, japanese people arent racist because they dont want to play Madden, just like Im not a racist because I dont want to play a dating sim about some random manga Ive never heard of. So until people go out and buy the latest japanese dating sim then they should shut the hell up about expecting the japanese to like american games.

American music does well in Japan, and America cinema as well. However, Japanese movies and music don't do well in US. Therefore, it's not only because the Xbox 360 doesn't have enough JRPG's, it's just a cultural thing. Japanese just don't want to give it a shot. Seriously, the PS3 is about 100yens more expensive than the X360, and MS's console has more quantity and more quality at the moment. If you notice, western 3rd party developers are really unbiased, pre-established heavy-weight franchises like GTA, CoD, among others don't really hug the PS3 nor the X360 only. Unless both Square-Enix RPGs turn out to superb, I believe that they could very well develop one of the new Final Fantasy games for the X360, or Kingdom Hearts or something... And the same goes for Konami and their Metal Gear Solid 4. That's Capcom is my favorite developer, they are more focused on making superb games for as many people as possible, and they don't really kiss @sses of "stupid-angry-nerds" [obs: Devil May Cry 4]. I hope the others keep taking notice from Capcom, Activitsion, and EA. I believe that huge franchises like MGS, FF, Resident Evil, and the major fighting games (VF5, SC4, Tekken 6, Street Fighter, Mortal Kombat) should be on as many systems as possible, because the industry wins. Let the first parties work for their supremacy.

Shooters are really cool but its true xbox 360 need some more GOOD adventure and rpg games even fighting games i live in europe and i think its doing very well here it could break the ice in japan since ps3 isnt so good and the wii really sucks alot
