Spot On: Japanese devs' spin on 360

Despite a massive effort, Microsoft's console is still struggling in the Land of the Rising Sun; Executives and game designers discuss why--and what can be done.

TOKYO--It's no secret that the Xbox 360 hasn't exactly seduced the Japanese market. Even though Microsoft spent lavishly wooing the island nation, its new platform's December 2005 launch in the territory was largely met with indifference. By contrast, the 360 was nearly impossible to find in Europe and North America for months after its November 2005 launch, despite reports of now-infamous hardware issues.

Nevertheless, the 360 had a substantial head start in Japan. The other next-generation consoles didn't launch in Japan until late 2006--the PlayStation 3 on November 11, and the Wii on December 2. And although the Wii's 25,000 yen (about $215) price point made it the clear favourite for frugal gamers, the 360's 39,795 yen (about $343) cost put it below both the 49,980 yen (about $431) 20GB PS3 and the 59,980 yen (about $517) 60GB PS3. (Both PS3s have since been discontinued in the US, and the 20GB was never released in Europe.)

So how is the 360 faring in Japan one year after the next-generation war began there in earnest? In a word: poorly. Though Microsoft claimed to have sold over 11.6 million consoles worldwide through the end of July, only 1.5 million of those were outside North America and Europe. Indeed, various reports pin the number of 360s sold in Japan as less than 500,000 and as low as 420,000. Nor do the platform's fortunes appear to be improving. For the week ending September 23, 2007, Japanese industry tracker Media Create reported that only 1,687 Xbox 360s were sold in Japan, compared to 10,732 PS3s and 24,992 Wiis.

Microsoft is quick to point out that the Xbox 360 is doing well in other regions, with 6.8 million in North America and 3.3 million in Europe as of July 31. Consequently, the console's success in Japan, or lack thereof, will not make or break the console. Clearly, though, the publishing giant wants to break into Japan, an influential region regarded by many as the holy land of game culture.

OVERCOMING THE XBOX LEGACY
So what has Microsoft done wrong? Aaron Greenberg, Xbox Live marketing director, thinks that the problems go back to the original Xbox, which sold poorly in Japan after debuting there in February 2002--nearly two years after the PlayStation 2's debut.

"The feedback we got from the original Xbox console was that people didn't like the black colour and they didn't like how big it was," he told GameSpot. "We worked with the Japanese design team to design the Xbox 360, so the console was designed with a Japanese style in mind. Hiroshi Ogawa, director of the 360-exclusive Infinite Undiscovery, concurred. "The first Xbox was a little big, a little bulky, and in Japan that doesn't go over too well."

That said, Greenberg isn't entirely convinced by the research and the reasons given by the Japanese respondents for not liking the console. He said, "This isn't like a car where you're driving it around town... I don't buy any of that stuff about the colour, to be honest with you. ... We listened to that advice and we made a white console, but then Sony made a black one, and theirs is now bigger [in Japan]. But I think if you have games people want, then they will buy the system."

So what must Microsoft do to court Japanese gamers? "In order to succeed in Japan, [Microsoft] needs Japan-created content, not just a lot of foreign games that have been localized," Soulcalibur IV lead programmer Masaaki Hoshino told GameSpot. Indeed, many developers say that, naturally, there is a bias toward Japanese games in the Japanese market. "People think [foreign games] are difficult and there's no guidance on how to clear the objectives," said Ace Combat 6: Fires of Liberation director Natsuki Isaki. "Now that has changed, and they are much easier to play, but this bias remains among Japanese gamers."

JRPGS: THE KEY TO SUCCESS?
Natsuki Isaki agreed with his colleagues, "I personally like games like Tom Clancy's Rainbow Six Vegas, Gears of War, and Test Drive Unlimited," he said. "But I think Japanese players don't want challenging, stressful, difficult games. Japanese players would rather have role-playing games with a slow tempo, where they are led and shown what to do. So, maybe games like Blue Dragon will start to change things. When more of those kind of games come on to the market, then I think more Japanese players will accept the 360."

Indeed, Blue Dragon comes from one of Japan's most famous RPG designers, Final Fantasy creator Hironobu Sakaguchi. The nearly 25-year industry veteran is one of several high-profile home-grown designers that Microsoft aggressively courted to create 360 exclusives for the Japanese market. Though other games developed through the program fared poorly at retail--games such as the Tetsuya Mizuguchi-designed action game Ninety-Nine Nights--Blue Dragon struck a chord with Japanese JRPG fans. In an interview earlier this year, Sakaguchi said the game was on track to double its sales target of 100,000 copies, which, although modest, is remarkable given the 360's tiny installed base in Japan.

At the moment, several Japanese-focused RPGs are in development, including two from Square Enix: the Sakaguchi-designed Lost Odyssey and Square Enix's Infinite Undiscovery. However, Ogawa thinks Microsoft needs to make more JRPGs if it wants to succeed in the territory. "I think in the previous generation that when it was the Xbox versus the PlayStation 2, Microsoft was unable to put out many RPGs," he explained. "They weren't able to put out the type of games Japanese players really play. And the resistance to 360 may be some holdover from that."

THE EARLY ADVANTAGE
Given the fact the 360 had to overcome the Xbox's tarnished legacy, one might wonder why any Japanese studios decided to make games for it at all. Some designers say that they chose to work on the console simply because there were no other next-gen options at the time development of their game started.

"We really wanted to develop a high-end game, and the desire to make that kind of game was more important than the market to us in the beginning," said Infinite Undiscovery producer Hajime Kojima. "The PlayStation 3 wasn't out at that point. Also, from the business side of it, it was originally a Microsoft and Tri-Ace project, so obviously Microsoft was going to push for it to go exclusively to the 360."

Natsuki Isaki agreed, saying that the 360's early start is one of the reasons that Ace Combat 6: Fires of Liberation went solely to Microsoft's platform. He said, "One reason for choosing the 360 is that it was the first next-gen hardware to market. There was a big gap between Ace Combat 4 and 5, and we wanted to get the next phase out as quickly as possible, and the 360 was the first hardware available."

Hoshino adds, "The main thing driving us is that we want to create content to please the fans. And to do that, we want to have it available on as many platforms as possible to reach as many fans as possible."

INTO THE WEST...AND BEYOND RETAIL
Now that the PlayStation 3 is up and running, does this mean that development in Japan for the Xbox 360 will dry up? Unsurprisingly, Greenberg doesn't think so. "Square has announced two more titles for the platform," he said. "There's a new Final Fantasy XI expansion that has been added on. Capcom, Namco Bandai, and Konami have all brought exclusive titles to our platform. I think as we continue to grow our install base, we'll continue to sell a lot of games around the world, and we'll get more and more publisher support."

Also, some developers said they liked the idea that the 360, although unpopular in Japan, has a good install base in North America. Indeed, the popularity of Capcom's Lost Planet: Extreme Condition showed many Japanese developers--including the increasingly West-focused Square Enix--that the 360 can give their games a global audience. "The worldwide aspect is definitely there," Ogawa confessed. "Also, in terms of the next-generation consoles, the PS3 isn't quite at the level where the PS2 was, so if you're choosing a next-generation console, it's not such a great difference between the PS3 and the Xbox 360. We foresee that the Xbox 360 will expand."

Other than concentrating on nabbing more Japanese-friendly games like Blue Dragon and Infinite Undiscovery, what else is Microsoft doing to try to grab more market share in the region? Phil Spencer, Microsoft's first-party publishing general manager, said that the company is doing a number of things, including investing in projects that do not have a North American focus. He explained, "It is true that outside of North America and some European markets, the method for creating and nurturing community and their appetite for subscribing or purchasing content takes very different steps. You see us today focused with shipping very core titles like Blue Dragon, Lost Odyssey, but as you can imagine, our future endeavours go beyond simple Xbox 360 shrink-wrapped products."

Greenberg adds that he believes the recently announced spate of Japanese-developed Xbox Live Arcade games will help the 360 gain surer footing in the Japanese market. "A lot of small- and medium-sized publishers that make niche games more targeted to the Japanese market are now actually coming on Xbox Live Arcade," he said. "We've had the Capcoms and the Namco Bandais on Arcade, but now we're seeing increased support from [publishers] like Hudson. And then you get into studios like Treasure and Exit and all these other companies that really haven't traditionally had a large presence in the Western markets. They're focusing on Arcade because it's a great platform for them to make and sell original-style games that appeal to not just Japanese consumers, but consumers around the world."

THE FUTURE
Greenberg says he's happy that the future looks rosy in Japan for the console and that the next-gen war is far from over. He told GameSpot, "If I felt like where we were with the 360 in Japan was impacting our ability to get games out of this market, I would be more concerned. But we're seeing more publisher support here than we've ever seen before. We had more than twice the titles PS3 did on the Tokyo Game Show floor this year. We've got 300 titles. We have a larger install base. We outsell Wii and PS3 combined from a game standpoint. So I feel good about where we're at."

However, even Greenberg admits that for a new entrant and outsider such as Microsoft, the Japanese game market is a tough nut to crack. "It's a very mature market," he confessed. "People have owned consoles here for many, many years. People from 8 to 80 play video games here. If you go to the arcades, you'll see adults chain-smoking in suits playing games. It's wild."

This is such a waste. I doubt Microsoft will even gain any ground in Japan. They're wasting so much money there on crappy games that most people here and in Europe think are awful, and quite frankly are.

FF, MGS, RE do not represent all of japanese games. Those japanese games are actually made to appeal to an american audience. Japanese games as a whole are extremely different from western games, and americans dont like them. When a publisher has the guts to bring over a genuinely japanese game, the game usually gets americanized big time to fit the american culture, just like anime. Most japanese games would be very bizarre to an american, so 95% of the games sold in japan never make it to america. One of the few success stories is Katamari Damacy, retailers were very paranoid about stocking that game since its was so japanese but it ended up being a big hit (Im sure there are a couple western games that have done surprisingly well in japan too). Western developers need to take a hint from companies like Capcom and Konami and actually try to develop games for japan. Many major japanese gaming companies know there is a large market in america so they specifically tailor games so they dont alienate americans (read any Kojima interview, he is very aware of american criticism). I have yet to see a single western developer try making a game for the japanese market so its no surprise that western games are so unsuccessful in japan. I expect Little Big Planet to be popular in japan though.

I used to like Japan RPG's and played a lot of them for years now I am pretty much sick of them since playing WoW and Oblivion, etc. Japan RPG's are good games in a sense and well programmed but just put me too sleep. Same ole same ole they don't have much freedom or creativity. I think all the overheating problems with the 360 is another BIG issue as to why it may not have sold well in Japan.

To the people that say backing american games is racist, I say this.:Japanese people like a certain type of game genre. I respect that. Japanese companies create games to cater to japanese tastes. Cool. Americans buy japanese systems games and love them. Americans also buy the xbox 360 (american system) and games and love them too. Does that mean americans have a broader taste in games than japanese people? you be the judge. are japanese people saying their culture and games are better, therefore they wont try american games? They should give american games a try. Just like we learned to like japanese games, they might learn to like american games. Nothing racist about that idea, is there? I hope they learn to be more open to what americans like and embrace our game culture, just like how we like their game culture and games and buy their products.

I'd like to point out to some of the more militantly anti-Japanese people here that Japan is probably doing more to support our economy than American companies are. Toyota, Honda, and Mitsubishi employ more and more American workers each year; Ford and GM give the shaft to more Americans every year. Guess who the beneficiary of American capitalism is? Not America... not Japan... but Japan's giant neighbor, CHINA! American companies are the ones shipping our jobs over to 800 million $5-a-day Chinese workers. What do you say to the idea that your "patriotism" is funding the Communist Party of China and the People's Liberation Army of China? That idea that the PLA could someday be the first army to invade the United States in 200 years is chilling, isn't it? Look what China is doing to Africa. Plus, look at where Nintendo and Sony game discs are made: the USA. Now look at where your "patriotic" Xbox 360 discs are made: in "America's heartland, Mexico."

I say the 360 needs another big RPG dev on their side to attract Japan's attention. For example, if SE released a MAJOR game on the 360(not a spinoff or a multiplatform. A game like KH. If they put KH3 on the 360), more people in Japan will buy it, since they want that game. They could put a FF7 complication game on the 360, and it might work.

I find forien biggotry in America to be a a little humorous. Instead of recognizing it the view is that we arn't biased at all and everyone is biased against us. Japan is much more willing to embrace something american (werstern films for example) than the other way around. Doesn't stop japan though, they simply tailer their goods for us. FPS are mostly War games and we are much more War dogs - not me but most likely you - than other other consumers around the world. Japanese read more books than we do and more japanese TV is based on fantasy. Of course this creates different interests. Just as more literate pacificts in this country will like RPGs more than a FPS. But as usual we say 'They must be agaisnt us!" Bah

I find it funny how westerners (me included) try to pretend we understand another culture. There will always be a barrier. It doesn't matter how long you live in Japan... you're still not Japanese. They like what they like because of cultural differences and a different way of thinking. Unless you were born japanese, you will never fully understand. Secondly, each console appeals to different tastes. I was never a fan of the first xbox because it didn't have enough of the kind of games I like to play (rpgs mainly). I like how the systems are kind of changing style and range but still there aren't many serious rpgs for 360 or even the original. Hopefully this changes, because I'm this close to buying a 360 (because of Bioshock and Halo 3).

This goes beyond just game preferences. The Japanese have long enjoyed the benefits of the world purchasing thier products, while they remain insular and protect thier own interests. I wonder what would happen to the PS3 if other countries refused to by it because it was not from there.

as an american living in japan, i want to stress a few things: the xbox does not sell well because japanese people stupidly are loyal to sony for no good reason #1, as a matter of fact it would take years of making games that japanese people like before any of them would buy into the xbox like the west does, its a process of thinkign ahead, its alot of money to shill out for a system for anyone, the japanese are going to buy sony because its going to have rpgs and simulators on it. ( they love densha de go!) #2 the fact is japan and japanese people are not racist, but they are very descriminatory. they refuse many things to ALL foreigners because the mentality is " us" vs "them" not specifically against any one ethnicity. this is also hence why all people who are not japanese get classified as "gaijin" ( gaikokujin is better). if they treated one ethnicity differently than another that isnt japanese they would be setting a standard that they cannot handle. and there is also this " dont blame malice where ignorance is a better answer" i remember one example i read where a japanese family went on vacation to europe. they were taking pictures at some famous place and the husband said to the wife " wait until the gaijin are in the picture, it makes it more authentic" lol! not knowing that they were actually the gaijin in europe! in this case its clear to see its not really racism, just a clear case of ignorance and daichotomized ( us vs them) descrimination.

Lol at the non-Americans hating on Americans. He said we have a broader taste, not a better taste. And please tell me how he was wrong. Because i didn't see any big inaccuracies in his statements. @ Jared. He he said Americans also make kick ass game, not ONLY Americans make kick-ass games. Learn how to read. @Mijis. I didn't think that was patriotic at all. All genre types sell well here, so saying we have a broader taste in games is accurate, while mostly JPRGs and Brain Training games sell the best in Japan.

I do not think japanese games are superior to american games. Nor do I think american games are superior to japanese games. I guess it boils down to taste. I like games like halo and gears of war (Yes they are first or third person). thats just me. I also like final fantasy type games, racing games and sports games. If the japanese ONLY like their products and think our products are crap, then thats on them. But to say their products are superior is nonsense. We americans also make kick ass games. It appears most of the japanese blockbusters are console games, but what computer games do they make? It appears that AMERICANS are the ones with a broader taste in videogames. The japanese are the ones that need to expand their taste besides little school girls in school uniforms punching a big ass dragon with some flamming sword while going "hiiiyaaaaa" over and over while some flashing lights shooting out of her boobs hits this monster making it land squarely on its ass. YES..if the japanese can make comments about our culture and games, then we can do the same about them DAMMIT!!!

In regards of prejudices, Japanese aren't racist. Americans are the most racist people on the entire planet. When one plays a Japanese game regardless of genre it will have all ethnicity, especially in RPGs. In addition to that, Japanese are very respectful gamers as opposed to American gamers. XBL is full of racist kids who has fun in insulting individuals, that concept alone would deter Japanese or non American gamers from playing on XBL. MS library has a lot sad dark FPS and a lack of games with fantasy and originality. Sony is losing the race for 2007 but mark my words next year will be year of Sony..The games will come; MS already put out their only big gone, Halo 3...Ask yourself one question what is after Halo 3? What other major exclusive title MS has? Sony has a lot promising titles about to release - God of War 3, Grandturismo 5, FF series, and many more

I own a 360, PS2, and a PS3..I bought a 360 for Gears of War and Halo 3 which are already out and there is nothing interesting coming from MS side. I am tired of all these FPS, why can't we have other games. I bought my PS3 because I know there is a diversity and most importantly, JRPGs and future japanese games I would love to play...A lot of guys say we don't need the Japanese and they are racist but Japanese games are superior to American games. The same respect goes to animation, for instance, DBZ, Naruto, and Bleach. 360 is ok but if you want diversity is best to go with Sony and Nintendo..A lot of the games for the 360 are senseless violence and are too dark as opposed to other games. If MS want to crack the Japanese market, make games that appeals to the Japanese...

its true, japaese like action , adventure, and RPG. easy game like mario is sell well unlike the better and more chalenging donking kong and sonic. the like easy fun game. 360 offered mainly FPS and sport.

hordaak.. i don't know about you but as far as i can tell most schools in Japan have uniforms so by definition they are Japaneses school uniforms plus they look different. and Japaneses girls (to me) look younger anyway even if they are my age.

Go to the Japanese forums, they plainly state "that they are going to back their OWN product, not an American one. I spoke to gamers who are Japanese and one of the more famous quotes are "If you don't back your OWN product, why should we? They are cool friends of mine and I can't blame them for supporting their own. The comment that REALLY made me think is that "Americans give no consideration to their own economy or how it's gonna to effect them down the road. They simply buy what they like..sorta like "children with money". "People would rather defend a popular LIE, than to face the embarassing TRUTH".

I used to play nothing but imports... I had some favorites but that was in the past.... I guess I am just a different type of gamer now and very few imports appeal to me.... I had tons of games that never even made it to America... Sorry!!:)

Makes me wonder how many people on japanese websites are saying americans are racist because they dont play the games that they play. Some of these comments make me ashamed, I guess even the internet cant help people learn about other cultures and that arrogance and stupidity is still alive and strong. People should actually learn about other countries before acting like they know what theyre talking about. Gamespot has a japanese game sales chart, I suggest people actually take a look at it every once in awhile. The games they buy are nothing like the games that sell well here. Until you people actually want to play those games then you have no right to judge them for not wanting to play Halo and Madden.

Well, screw companies like Square Enix, they're more likely to make DS games and PS2/PS3 games. If MS wants Japan, they need a back door strategy, and I think Atlus is ripe for partnership, at least as far as trying to get the next Shin Megami Tensei whatever. Especially, as hordaak pointed out, they make their characters very gender conforming in the most superficially satisfying ways possible.

I dont really care about the games in Japan.... 360 is doing exactly what it should do ......ROCK!!!!! and the other systems HAVE NOT EVEN SHOWED UP TO THE PARTY YET!!!!!

Why is the land of the rising sun so important ? The games they like are chilidish and rubbish. The rest of the world is what matter. As far as i know the rest of the world is 1000.0000.000.000.....times bigger than Japan. They don`t want the 360? Who cares ? We do. Their loss our gain.

I have a quick solution for MS. Make a WHOLE bunch of games showing little girls in catholic school uniforms kicking peoples asses. Then, show lots of panty shots. For some reason, japanese men looveee little girls in catholic school uniforms. is it just me or does anyone else observe this? We can have Catholic school HALO girls, or Grand Theft Catholic school girls....This article points out how the japanese dont find our genre of games appealing. Well, we americans find little girl games friggin disgusting. weirdos.

This may sound like a stupid question, but why is it so important for M$ to succeed in Japan? I think what M$ does well is not what Japanese gamers like. I am partial to the FPS, Sandbox, Racer, Sports games... Most of the Japanese games do not fit in this category, that's why I chose the 360: It has the games I like and it does them well. The only RPG I've liked so far has been Oblivion. I would hate to see M$ chase an expanded audience and lose their core audience in the process (ala NASCAR). I am not xenophobic, but it seems we just are two different worlds that like two opposing things... I don't think M$ can be successful in both markets... Maybe they need two separate product lines: a cute, small 360J that offers a bunch of JRPG and Japan-friendly titles and a big, black (or olive drab) 360 that has shooters and Western-friendly titles. I don't know... just my two cents.

Mircosoft, I like you alot and respect the 360. I think that right now the 360 is the only decent console availible on the market. the anwser is obvious to your problems in Japan. Do what SNK did in 2000(left the U.S.) and leave Japan. Understand that it's not that the Japanese don't like you, it's that you are a western company and Japanese consumers will only buy a Japanese made console. Yes, Mircosoft this would be a wise decision for you to leave Japan, for you can still gain success in other venues leave the door open for SEGA of Japan to bring out a new game console. for in Japan in a market for three, Japanese consumers will buy a SEGA console because Sega IS Japanese. I really believe the reason the Wii is selling in Japan is because Japanese gamers don't have a console with a strong RPG library and strong hardcore arcade ports, the Wii is cheap and offers party games to them. Wii is evendence that the stronger console does not always sell the strongest, during 1988-1991, the PC engine out sold both the Mega Drive and Super Famicom. But once SEGA releases another console, Japan will return to it's cravings for arcade ports, RPG and Dating sims the tastes that have always sold games in Nihon. (Hey Nintendo fans, go jumping on me, I'm not putting down your indispensible(look up the definition) console I'm just making a point here. okay? As for Mircosoft, take my advice and leave Japan. It is better this way. Mark my words, once SEGA returns to the console market, Mircosoft will do just that.

The 360 got more RPG's...? You mean it got 4 or 5 more?... From my point of view, Fire Emblem and Tales of Symphonia 2 + the aquisition of Monolith software and the support of Camelot proves that the Wii will clearly dominates the RPG market.

I dont believe in that whole console loyalty argument. The 360 just needs more Japanese titles that appeal to them such as RPG's. Perhaps re-release Dreamcast games on xbox live arcade. Are you reading this Microsoft?

Wii is big in Japan because of its gameplay style...very suited to their culture (and obviously striking a cord with "casual gamers' in other regions as well). PS3 is selling in Japan because of brand loyalty. 360 will start making inroads in this market if they abandon the Sony business model of fancy cases and gimicky doo-dads, and start pushing the strategy thats put them ahead in the rest of the world...one word solution: GAMES. Quality software will attract gamers...period. MS just has to regionalize its software offerings more for that market. Anime stuff....japanese style RPGs. Its not a big risk, because games like Dead Rising and Lost Planet have proven that eastern style games can move a lot of copies in the west if they are quality.
