Spot On: Japanese devs' spin on 360

Despite a massive effort, Microsoft's console is still struggling in the Land of the Rising Sun; Executives and game designers discuss why--and what can be done.

TOKYO--It's no secret that the Xbox 360 hasn't exactly seduced the Japanese market. Even though Microsoft spent lavishly wooing the island nation, its new platform's December 2005 launch in the territory was largely met with indifference. By contrast, the 360 was nearly impossible to find in Europe and North America for months after its November 2005 launch, despite reports of now-infamous hardware issues.

Nevertheless, the 360 had a substantial head start in Japan. The other next-generation consoles didn't launch in Japan until late 2006--the PlayStation 3 on November 11, and the Wii on December 2. And although the Wii's 25,000 yen (about $215) price point made it the clear favourite for frugal gamers, the 360's 39,795 yen (about $343) cost put it below both the 49,980 yen (about $431) 20GB PS3 and the 59,980 yen (about $517) 60GB PS3. (Both PS3s have since been discontinued in the US, and the 20GB was never released in Europe.)

So how is the 360 faring in Japan one year after the next-generation war began there in earnest? In a word: poorly. Though Microsoft claimed to have sold over 11.6 million consoles worldwide through the end of July, only 1.5 million of those were outside North America and Europe. Indeed, various reports pin the number of 360s sold in Japan as less than 500,000 and as low as 420,000. Nor do the platform's fortunes appear to be improving. For the week ending September 23, 2007, Japanese industry tracker Media Create reported that only 1,687 Xbox 360s were sold in Japan, compared to 10,732 PS3s and 24,992 Wiis.

Microsoft is quick to point out that the Xbox 360 is doing well in other regions, with 6.8 million in North America and 3.3 million in Europe as of July 31. Consequently, the console's success in Japan, or lack thereof, will not make or break the console. Clearly, though, the publishing giant wants to break into Japan, an influential region regarded by many as the holy land of game culture.

OVERCOMING THE XBOX LEGACY
So what has Microsoft done wrong? Aaron Greenberg, Xbox Live marketing director, thinks that the problems go back to the original Xbox, which sold poorly in Japan after debuting there in February 2002--nearly two years after the PlayStation 2's debut.

"The feedback we got from the original Xbox console was that people didn't like the black colour and they didn't like how big it was," he told GameSpot. "We worked with the Japanese design team to design the Xbox 360, so the console was designed with a Japanese style in mind. Hiroshi Ogawa, director of the 360-exclusive Infinite Undiscovery, concurred. "The first Xbox was a little big, a little bulky, and in Japan that doesn't go over too well."

That said, Greenberg isn't entirely convinced by the research and the reasons given by the Japanese respondents for not liking the console. He said, "This isn't like a car where you're driving it around town... I don't buy any of that stuff about the colour, to be honest with you. ... We listened to that advice and we made a white console, but then Sony made a black one, and theirs is now bigger [in Japan]. But I think if you have games people want, then they will buy the system."

So what must Microsoft do to court Japanese gamers? "In order to succeed in Japan, [Microsoft] needs Japan-created content, not just a lot of foreign games that have been localized," Soulcalibur IV lead programmer Masaaki Hoshino told GameSpot. Indeed, many developers say that, naturally, there is a bias toward Japanese games in the Japanese market. "People think [foreign games] are difficult and there's no guidance on how to clear the objectives," said Ace Combat 6: Fires of Liberation director Natsuki Isaki. "Now that has changed, and they are much easier to play, but this bias remains among Japanese gamers."

JRPGS: THE KEY TO SUCCESS?
Natsuki Isaki agreed with his colleagues, "I personally like games like Tom Clancy's Rainbow Six Vegas, Gears of War, and Test Drive Unlimited," he said. "But I think Japanese players don't want challenging, stressful, difficult games. Japanese players would rather have role-playing games with a slow tempo, where they are led and shown what to do. So, maybe games like Blue Dragon will start to change things. When more of those kind of games come on to the market, then I think more Japanese players will accept the 360."

Indeed, Blue Dragon comes from one of Japan's most famous RPG designers, Final Fantasy creator Hironobu Sakaguchi. The nearly 25-year industry veteran is one of several high-profile home-grown designers that Microsoft aggressively courted to create 360 exclusives for the Japanese market. Though other games developed through the program fared poorly at retail--games such as the Tetsuya Mizuguchi-designed action game Ninety-Nine Nights--Blue Dragon struck a chord with Japanese JRPG fans. In an interview earlier this year, Sakaguchi said the game was on track to double its sales target of 100,000 copies, which, although modest, is remarkable given the 360's tiny installed base in Japan.

At the moment, several Japanese-focused RPGs are in development, including two from Square Enix: the Sakaguchi-designed Lost Odyssey and Square Enix's Infinite Undiscovery. However, Ogawa thinks Microsoft needs to make more JRPGs if it wants to succeed in the territory. "I think in the previous generation that when it was the Xbox versus the PlayStation 2, Microsoft was unable to put out many RPGs," he explained. "They weren't able to put out the type of games Japanese players really play. And the resistance to 360 may be some holdover from that."

THE EARLY ADVANTAGE
Given the fact the 360 had to overcome the Xbox's tarnished legacy, one might wonder why any Japanese studios decided to make games for it at all. Some designers say that they chose to work on the console simply because there were no other next-gen options at the time development of their game started.

"We really wanted to develop a high-end game, and the desire to make that kind of game was more important than the market to us in the beginning," said Infinite Undiscovery producer Hajime Kojima. "The PlayStation 3 wasn't out at that point. Also, from the business side of it, it was originally a Microsoft and Tri-Ace project, so obviously Microsoft was going to push for it to go exclusively to the 360."

Natsuki Isaki agreed, saying that the 360's early start is one of the reasons that Ace Combat 6: Fires of Liberation went solely to Microsoft's platform. He said, "One reason for choosing the 360 is that it was the first next-gen hardware to market. There was a big gap between Ace Combat 4 and 5, and we wanted to get the next phase out as quickly as possible, and the 360 was the first hardware available."

Hoshino adds, "The main thing driving us is that we want to create content to please the fans. And to do that, we want to have it available on as many platforms as possible to reach as many fans as possible."

INTO THE WEST...AND BEYOND RETAIL
Now that the PlayStation 3 is up and running, does this mean that development in Japan for the Xbox 360 will dry up? Unsurprisingly, Greenberg doesn't think so. "Square has announced two more titles for the platform," he said. "There's a new Final Fantasy XI expansion that has been added on. Capcom, Namco Bandai, and Konami have all brought exclusive titles to our platform. I think as we continue to grow our install base, we'll continue to sell a lot of games around the world, and we'll get more and more publisher support."

Also, some developers said they liked the idea that the 360, although unpopular in Japan, has a good install base in North America. Indeed, the popularity of Capcom's Lost Planet: Extreme Condition showed many Japanese developers--including the increasingly West-focused Square Enix--that the 360 can give their games a global audience. "The worldwide aspect is definitely there," Ogawa confessed. "Also, in terms of the next-generation consoles, the PS3 isn't quite at the level where the PS2 was, so if you're choosing a next-generation console, it's not such a great difference between the PS3 and the Xbox 360. We foresee that the Xbox 360 will expand."

Other than concentrating on nabbing more Japanese-friendly games like Blue Dragon and Infinite Undiscovery, what else is Microsoft doing to try to grab more market share in the region? Phil Spencer, Microsoft's first-party publishing general manager, said that the company is doing a number of things, including investing in projects that do not have a North American focus. He explained, "It is true that outside of North America and some European markets, the method for creating and nurturing community and their appetite for subscribing or purchasing content takes very different steps. You see us today focused with shipping very core titles like Blue Dragon, Lost Odyssey, but as you can imagine, our future endeavours go beyond simple Xbox 360 shrink-wrapped products."

Greenberg adds that he believes the recently announced spate of Japanese-developed Xbox Live Arcade games will help the 360 gain surer footing in the Japanese market. "A lot of small- and medium-sized publishers that make niche games more targeted to the Japanese market are now actually coming on Xbox Live Arcade," he said. "We've had the Capcoms and the Namco Bandais on Arcade, but now we're seeing increased support from [publishers] like Hudson. And then you get into studios like Treasure and Exit and all these other companies that really haven't traditionally had a large presence in the Western markets. They're focusing on Arcade because it's a great platform for them to make and sell original-style games that appeal to not just Japanese consumers, but consumers around the world."

THE FUTURE
Greenberg says he's happy that the future looks rosy in Japan for the console and that the next-gen war is far from over. He told GameSpot, "If I felt like where we were with the 360 in Japan was impacting our ability to get games out of this market, I would be more concerned. But we're seeing more publisher support here than we've ever seen before. We had more than twice the titles PS3 did on the Tokyo Game Show floor this year. We've got 300 titles. We have a larger install base. We outsell Wii and PS3 combined from a game standpoint. So I feel good about where we're at."

However, even Greenberg admits that for a new entrant and outsider such as Microsoft, the Japanese game market is a tough nut to crack. "It's a very mature market," he confessed. "People have owned consoles here for many, many years. People from 8 to 80 play video games here. If you go to the arcades, you'll see adults chain-smoking in suits playing games. It's wild."

you can defanitly tell they are tryin because of all the rpgs and the color of the system, but it still looks like a box wich does intrest Japenese. But it has improved since the first xbox and i see why not much people liked it. I still think that the ps3 will be a better seller injapan because of all the japenes games and once the price lowers a lot more people will buy it so there will be more money for the rpg developers kike squar enix to make more exclusives

Avgast I totally agree with you it is starting to show a surge in 360 sales in Japan hopefully we can get a larger surge in the future months. There are plenty of good games out there and there will be plenty more soon enough.

I think that as video game culture continues to grow and expand, MS will have less and less trouble selling their consoles better on a worldwide scale. The change won't happen with the 360, but down the road I forsee that if they stay focused on making quality games of all genres, they won't have trouble courting Japanese gamers.

Microsoft's sucess dishonors Japan. When will MS will learn that Japanese are not gods. If MS want to do great in japan, then probably a name change to Mikrozoft-chi should do the trick.

Well, I just hope Microsoft tries to find more third Party Japanese developers to partner up with to try and bring their next gen titles to -both- the PS3 and X-box 360. Stuff like Atlus's Disgaea series (and strategy-rpg's in that vein), regular JPRG's and the more innovative nonlinear ones (like Bumpy Trot/Steambot chronicles) and unique titles like Shadow of the Colossus and Okami. I think that focusing on letting traditionally more Japan-focused developers create games for X-box Live Arcade is a good step beyond licensing exclusive RPG's for the 360, but I think that getting a greater variety of titles and adding more breadth to the selection of games available on the X-box 360 is the key to grabbing more of the Japanese market share.

I love Japaneses style video games and Microsoft has some very good titles on its hands. I don't know if the Japaneses people will come to appreciate the 360, but getting Japanese style games on my 360 is enough for me.

microsofts attempt is futile. Sony has more power, and wii has the price and innovation. This is almost like segas attempt to get in the market, when they released consoles in only japan, only they didn't have other regions sales to lean on. Then when the finally got the popularity they needed, they efed it up. Unlike Sega, Microsoft is a business juggernaut. They know when and what to release, in America atleast. It seems that Japan has already picked their winner. Maybe the gap will be closed by the next console, but hopefully not. I would hate to see them win.

And yet, with all the "MS needs more Japanese stuff" and "MS just doesn't understand the Japanese mindset"... the games that sell really well in Japan have been what? Halo 3 and Gears of War. Maybe Microsoft should quit thinking they need to grovel to Japanese gamers and just make good games like they've been doing.

So the 360 flops in Japan. This isn't really big news or news MS should be so concerned with. For the record. Sega was never over in Japan either. During Sega's hey day with the Genesis when they dominated North America (just like 360 does today), the MegaDrive as they called it there was a total flop. So as long as Microsoft play there cards straight, don't dis its US fanbase like Sega did back in the early 90s, MS will remain king in video games.

i totally agree noob kid the japanese feel they are better than everyone else and therefore are totally biased to there own pruduce. i couldn't imagine not buying things just because of where it was made. M$ will never get their feet under the japanese table because the japanese are just too set in there ways.

dont waste your time trying to sell a console there, just let it be. if they want to play rpg's and turn based games, i say ok fine but your missing out on some good games thats all. omg here some games cuz i know some fanboy is goin to ask '' wat good games does microsoft have?'' blah blah. MS should start thinking like a Japanese. They have to watch more anime and understand why it's a major phenomenon. This also true for the region. People here (Asia) wants to watch stuffs that they can identify with. That's also true in games. It's more of doing something small that has a big impact than doing something difficult with a very common objective. A mix is the best but the former should be around 60%. Also, it doesn't have to be realistic all the time, as long as it looks fantastic.

i just want to point out to the people who trash talk 360, get over the fact that 360 sells more games on its system than any other next gen system out there world wide, now they may lag in this region, but who cares, we all live in the states or europe anyways right? Let Nintendo have that region, trust me, sony has a flop on its hands, its only a matter of time before they admit it, which they wont, but they should. I think publisher and developers will see the sales for Halo and know, if their any smart, that 360 is where the gamers are, I can tell you right now, no nintendo or sony game will ever sell that much, no if ands or buts, yeah the Wii is selling more systems than the other two, but how many people are actually going out and buying new games? how well did Metroid do compared to gears or Halo? people buy Wiis for wii sports, and as a novilty, just to show that they were lucky enough to find one, trust me, all the people I know that have Wii's play only when they have people over, and rarely buy new tittles, as for the PS3, well everyone just got that for the blu-ray, they say they like the fact that online is free, I tell them 50 bucks on 360 isnt much ya know, and why would someone who dished out 600+ bucks for the PS3 be so uptight about 50bucks for fantastic service you cant get on the other two systems? makes no sense, listen, the only reason I would ever want a PS3 is to play PS2 games, I play the Wii when Im at my friends house, so not really interested in buying that. Last gen I hated xbox, I loved my Ps2 cause it hit all its marks just like the ps1, but if you take a step back and just look at all three consoles, you'll have to agree that Microsoft got thier stuff right this time, and Sony just dropped the ball, how can Sony manage to turm a anti-xbox, pro-sony fan into the exact opposite? because microsoft listens and delivers. I know people are gonna be, "hey everyone just play what they like, as long as its fun blah blah blah" but Im just tired of reading the weak defense for sony, "the games will come" thats like saying the sun will fall, you think people dont know that games are coming? guess what, while they come for the PS3 their also gonna be coming to the Wii and 360, and while you guys wait, watching blu-ray, we'll be playing, so wait all you want, I would have loved to spend so much money on the idea of waiting for good stuff to do. Guess I sound like a fan boy huh? nah, I just fell in love with the 360 like I once did with the Playstations, but you know, ya gotta bail when the ship starts to sink, I stuck around for the dreamcast, no point in being the only jerk trying to support a dying system like I did with the dreamcast and refuse to do with the PS3, so have fun waiting guys

i like to say a few things: #1 guys please stop that (racist, regional, religional, whatever) crap, they just don't like western games, who cares, this is a fact of taste, they just love their jrpg and thats it. I like shooters, strategy, sports, fight and rpg games, japanese and american both are great BUT i really enjoy jrpg over western rpg, and that's nothing to do from where i am, it is just my personal taste. #2 Q: why is the japanese market so important to ms? A: i dunno, and im sure most of the people here does not know either, at last you have some studies in macro-economy, believe me when i tell you this: if ms's economist and marketing team has the eye on Japan is for one good reason. #3 @R3V3N4N7 quote: "Please make some mature RPG's where a bunch of teenagers are not saving the world". OMG, u can't be serious, are you telling them how to DO their OWN job or what. That's all the thing, jrpg and janime both are about teenagers, and that's what the people like of it, if you don't like it just don't buy it and stop talking no sense.

i could never all this jpn can only relate to jpn bussiness because of anime. almost EVERY Frikkening anime character is W H I T E. Now if all the anime chacters in anime looked JPN then I could buy it but it does not. How in the world all all those anime lovers that have their fav toons live in japan be sooo obviously white....? Why is anime revelent? Just take a look at all the JPN video games out there. SOO many white people almost every game out there nothing but a sea of WHITE MAN! Then turn around an hate videogames that still have white peoples but are actually made by white people! WHY! arrggg....lol.

I been in Japan, they don't view stuff from other country's well, all who see in japan needs to made in Japan; all the electronic needs to be made for them ... if not they would not think highly of them .. they believe that they are beyond us. and the American games or there story doesn't related to them.

I think the Japanese simply don't want to support an American product. You can put all the games you want on the 360, and they won't buy it. Their excuse for not buying the Xbox was that it was black? Come on, the PS2 was black! Bulky, I can see, Japanese people love their gadgets small. But then again, the PS3 is a behemoth too. It's not size, color, or games, it's prejudice. That's how Japanese culture is. There are a lot of establishments in Japan that are Japanese-only. You don't want to walk into one of those places by accident if you're American. Not only that, but their cars (for instance), they buy mostly Japanese because they feel Japanese products are superior to others' products. They might buy a Benz or a Bimmer for a status symbol, but when they want "the best," they buy Japanese. I don't really blame them for supporting their own economy so fiercely.

Geez, I can see why most of you guys will never be the CEO of a major corporation. Why the hell wouldn't M$ want to crack the Japanese market? You may not like, or play the games but BOTH of its major competitors are based there - The PS3 and The Wii. M$ knows each of these companies has been a Juggernaut in the gaming market and anything can happen if your not careful or vigilant of the competition. Sega died and there's no saying that one of these 3 couldn't disappear off the face of the earth either. Personally I enjoy playing my Wii and 360 but that's beside the point - If you want to take down the competitors and exercise some BUSINESS practices you think about the future. The 360 is doing nicely at the moment but if future Xboxs are going to succeed in the same way, common sense says you muscle in on the Heart of the gaming world.

I agree with bcolter post even more I tell you this screw japanese market there lost there edge anyway now so let them enjoy there jrpg and there gundam games since that there top sellers even there kiddie nintendo games a piece of crap NOW. I'm not a xbox fan but to me there doing fine in america and europe culture halo number 1 in both of those market damn. Xbox 360 should just discontinue let the japanese companies like capcom or so on put there japanese games in the american and european 360 market instead of the japanese market since the japanese don't look interested in the system. But mircosoft still have a strong online community support so maybe if blue dragon have online support since that game prove to be hot for Japan 360 and when ninja gaiden 2 with online there might break through the market so more likely is more jrpg to keep 360 alive in the land of the rising sun.

I dont understand why M$ is putting so much effort into Japan. Japan is no longer as influential in gaming as it used to be. They need to focus on improving their hardware and expanding their software library with an even amount of titles per genre. Xbox was known as a system for shooters, but recently it is coming out with quality rpgs and I'm very happy for that. If you look at successful consoles in the past, you will see that those consoles had something for everyone. 360 needs that same balance in order to achieve the universal success that M$ desperately craves.

People,People People. 360 owners. Relax. Just calm down and enjoy the success of Halo 3. The point I was trying to make in my post is that Mircosoft will never be successful in Japan BUT that doesn't mean they wont be successful anywhere else! The problem is that it is exeremely difficult to sell western made games in Japan because most of the time, FPS don't appeal to thier taste but when I'm saying that Mircosoft should just go ahead and give it up in Japan i'm giving them good advice know how much it could help them to let the Japanese companies SEGA,Nintendo ,Sony deal with thier own market. Most of you that don't agree with my post either misunderstood me and are not otaku and people that talk "sour grapes" about Japanese culture. kind in mind that just because Japanese people don't like western made games doesn't mean that Japan is racist it means that our games don't appeal to their taste. If you can look at game history in Japan the three main genres that have always sold games in Japan are: Hardcore Arcade ports, RPGs, and Dating Sims and it will always remain that way. But here in the U.S. people like FPS games, violent games, and Sports franchise titles and most non otaku who don't understand Japanese culture hate Dating sims, rarely play arcade imports and don't care for RPG games so see! Your games don't appeal to them and there's don't appeal to us. Why does Wii sell in Japan? Basically because of it's price tag and because of its games being abstract enough this clearly shows that the stronger console doesn't always sell in Japan, during 1988-1991 PC engine was the weakest console but it outsold Mega Drive and Super Famicom, This trend will continue until a console maker launches a powerful console with a decent high budget of about 39,998 to 41,100 yen ($399-411) and that has a strong library of the 3 main genres that sell games in Japan since I believe SEGA will fill that void once they return to the home console market, I see handhelds contining to dominate hardware sales in Japan. Keep in mind PS3 doesn't have that many arcade ports so nonetheless it's a little difficult to sell that machine in Japan right now. I applad Mircosoft for trying to bring western games to Japan, but I know that it's fairly tedious mission that probably wont come close to even succeeding, I also applad SEGA for being the only company trying to bring Japanese exclusives to the U.S, at least Mircosoft can enjoy the success it's having with Halo 3 and that this hoilday 360 will catch up to Wii out here, I hope that SEGA can prove to consumers during 2007-08 fiscal that they have the right idea and that they have a great holiday season too,

@bcolter yup bang on the times have been changing and they haven't done much of a job with keeping up and that is why games i have bought over the last few years are like 90% western but 15 odd years ago it was the other way round , Microsoft doesn't need japan imo .

Make a stable console that doesnt have such a high failure rate. Japan wont stand for any console with poor hardware even if the game selection is amazing which it is.

MS may be able to improve and increase its base in japan, but they will never win the console war there. Not this generation at least. I think they will be score a lot more games this time around though. Thats all MS really wants I think. I don't think they really have a goal of "winning" in Japan... they just want to play nice to jpn developers to get ports and exclusives for their system. Part of what allures them is that the 360 is doing so well everywhere else, so developing for it gives you more of a global base if you're looking past Japan when making a game. Nice article. Informative, lots of sources and it was a good length.

Listen up people if you want MS to win in japan it will not happen. No matter what ms do japan will turn the other way. They just dont like MS. They have there cultured reasons. To me they have never been the country to target your gaming towards. They like two button games with Big headed cartoon figures and big eyes with some high pitched voice. Which in turn ms has to put there focus on hardcore gaming first then make the kiddy stuff for japan. Think about this PS3 is outselling xbox360 in japan, and ps3 dont even have good games, and nor kiddy games so what gives. They just dont like ms. Look at ps3 CEOs and presidents they are japanese.

Microsoft are just waisting time and resources with japan it's to much of an oddball market to bother with , they should just concentrate on areas they do well in , if a devco from japan wants to make a game for the 360 to sell to the west let em .

Hah! SE being bought by MS, I don't think that will happen. One thing MS needs to make their 360 jump high in Japan, is to bring the Big 3 of Japan--Mario,Zelda and Final Fantasy on their side. Since,Mario and Zelda are clearly belonging to Nintendo,the only option is for MS--try to BRING FFXIII or FF VERSUS XIII on 360. That will make people buy 360.

There is no question that the Japanese market has a very different taste for games than the American market. This article talks about how the Japanese gamers prefer simple games; that explains why the Wii is insanely popular there. The 360 is doing fantastic here in America. Halo 3 certainly helped out, but JRPGs are the way if they are to survive in Japan.
