Capcom defends on-disc DLC - Report

Purported statement from publisher says there is "effectively no distinction" between on-disc DLC and downloaded add-ons save for delivery method.

A reader sent the site what it claims to be Capcom's response to a Better Business Bureau complaint lodged against the company in regard to Street Fighter X Tekken's on-disc DLC. In the statement, Capcom said the best way to go about offering add-on content is by including it on game discs.

"While Capcom is sorry that some of its fans are not happy about the chosen method of delivery for the DLC, we believe that this method will provide more flexible and efficient gameplay throughout the game's lifecycle," reads the statement. "There is effectively no distinction between the DLC being 'locked' behind the disc and available for unlocking at a later date, or being available through a full download at a later date, other than delivery mechanism. We hope that this addresses [name withheld] concerns."

GameSpot has contacted Capcom for comment on the matter, but as of press time, the publisher had not responded.

On the eve of Street Fighter X Tekken's launch earlier this month, Capcom admitted that the 12 "downloadable" characters announced as PlayStation Vita exclusives were actually on the discs of the Xbox 360 and PS3 versions of the game. These fighters will be sold for $20 (1,600 MS points) sometime after the PS Vita version launches this fall.

They have a point about the delivery. Why does it matter where the bits come from. The problem is when the content is all ready to go on the disk, you have to wonder why it wasn't included on release. The answer to that one, unfortunately, keeps coming back to greed.

Just for this kind of behavior towards its customers, I will not consider buying anymore games from Capcom. At the very most, I'll buy them used off GameFly or rent them. Nothing more. Capcom isn't getting a single penny from me.

all of the media is spinning this as people being upset about the method of delivery when that matters not; its the fact that if there is content available for a game when it launches the content should just be in the game. its ridiculous, greedy, unloyal and unfair to the gamers. They should be wanting to give us the most quality content possible at launch and release enhancements to the game in time. we pay them for their time and effort in developing a game and if they are guna jerk around with their development time creating easy money making opportunities they lose a lot of my respect and loyalty. Release the game earlier. Dont waste our time and money. I dont doubt that companies have planned and started -or even finished- developing DLC before a game has launched in the past, but this is a precursor to a terrible trend that could be starting. 60$ is not cheap by any means and with examples like this youre paying 80$ just to get the full game that was created at launch. Pure absurdity.

Somebody please make Inafune Capcom CEO so this tomfoolery can end. I don't care how it happens or how impossible it is, just do it. At least Inafune has a large place in his heart for fans, and I recall hearing multiple interviews that it was actually very painful for him to not continue with the projects that got canned (mainly Legends 3), not because of the money, but because it actually let people down by being cancelled. THAT'S how someone in the industry should act: considering the people who like your work while creating something that you strive to make. Whoever the hell is heading Capcom right now doesn't know the first thing about caring for your fanbase.

Is this some sort of sick joke? There is a massive difference. The idea of DLC is not for companies to make massive amounts of profit off a game, rather it is too further enhance a gamers experience in a game and make him want to play the game even after he has beaten it. If you lock out half the game (in this case playable charactors) why are we paying full price? It'd seriously be like them saying "K, so we designed this game, but...you have to buy a charactor to play it.... oh and you have to buy level 1-10....individualy... oh and...."

There's a HUGE difference between on-disc dlc and download. The implication is the "dlc" was created during regular development, ie they took portions of the game and removed it to sell for more money later. To argue that somehow the issue people are having is with the distribution is ridiculous, people don't care how they get the content, they care about not being ripped off, which is exactly what capcom is doing.

Capcom i think you should look up the definition of "DLC". Take a look at Borderlands; THAT game had DLC, this sure as hell isnt, this is just "we want more money heuheuheuheuheu"

@joder666 agreed, if you put Capcom's comments all together you get a conflicting story of how it's the best decision but none of their games are being supported. Simultaneously they say it's makes no difference and the fans shouldn't be bothered but also say their fans aren't loyal to their products and need to step up if they want to see them continue to make games.

The big issue I have about this is that they're thinking about DLC before they're even done with the actual game. Why can't they make complete games anymore!!! To me the ability for developers to add patchs and DLC has made developers lazy and most importantly has ruined great potential games.

You guys are effectively thinking of ripping out the data from the disc and use it as DLC, but then you were like "That would be too much work and cost more time/money, so just leave it there, except lock it." In other words, everything Capcom said translates to: "Yes that's right, we here at Capcom, were going to rip you off regardless whether or not it was on the disc" Screw you Crapcom. I'm glad that legendary/famed developers like Shinji Mikami (Resident Evil), Hideki Kamiya (Okami, Devil May Cry), and of course, Keiji Inafune (Mega Man) left you guys. You guys do not deserve such great talent, especially since you guys denied Inafune's requests to make Legends 3 for so many years, then cancel it when he left.

You know the simplest way to stop this BS is "not buy the games from Capcom". I know is almost impossible(RE6 by the end of the year), but, if those who really care about it do it, it may make Capcom re-thing this BS, or at least stop saying is "DLC" when in fact is "Locked content".

If you make content for a game before it is released, put it in the game! People spend $60 on your crap. The least you can do is give them the most content! And characters as DLC? That's it? I demand MORE if it's DLC. I want characters, stages, customization, combos, modes. THAT is DLC. Not just adding new characters. That should be free!

You got to love the irony in all of this... The same companies that rightfully tell us that piracy is wrong and should be stopped, are the same ones that constantly develop new ways of "ripping" us more and more money for the same content... On-disk dlc? Sorry but that's just another technical term for thieving. Imagine telling your boss that you have some hidden work already done at your work station but he needs to pay you more for you to unlock it, lol, that would be day... Give me the Delorean or send me back 25 years in time, so I can play games for what they really were... games.

I think as gamers we should develop some sort of effort to counter this greed before the next gen wave hits. We are the consumer therefore we hold the power. As long as we buy these products, developers like these can get away with these shady business tactics and continue to emtpy our pockets.

@Lockedge Why give it away for free? Because it's not free, people paid $60 for the game disc. It would be better in my eyes to say "hey guys, we were working on these new characters for DLC, but since we finished them early, we're letting everyone use them." That way the developer gets respect instead of getting a crapstorm of bad publicity. More developers need to follow Rockstar. Just a few months ago they released free DLC for RDR, a game that was over two years old at that time just to say thank you to the fans who continue to play the game. That's respect, and in all honesty, that makes me want to buy their next game just to support them and that kind of business model.

No surprise... remember the online play for RE5 that they charges an extra 5 notes for was basically an unlock key as well... enough mug punters bought it... they see it as a good idea. At the same time the online modes weren't part of any review so those mediocre sections didn't drag the score down from the already average scores it collected along the way.

My concern is this: 1) Them re-releasing the content fully unlocked at a later date. 2) One day in the future when PS3 and Xbox says their original service (XBLA/PSN) goes offline or switches to a new method and your previous purchases are invalid. 3) In the future when I decide to open up a new PS3 or 360 I've been keeping in the basement and after so many years want to pop in a game without having to worry about any locked content because it was available from the start. These are the reasons why I don't purchase partial games.

Shut up, Capcom! Just shut up! It pisses me off how they intentionally misunderstand the outrage over on-disc DLC!! I'd be just as mad if they decided to take the data off the disc during development so they could sell it for extra, maybe even more so since it would take up more space on my hard drives. It's not that the content is on the disc, it's about the practice of withholding certain parts of the game to sell for extra. It being on the disc is simply a smoking gun! It's like the damn XP program already on Windows 7 PCs that you have to pay about $70 to unlock! It's called extortion!!! By the way, the video in this article is irrelevant. They're talking about the gem system, not DLC.

Another one, of the many problems with DLC is this. What if I want to play a game 5 yrs from now? And I break out the 360 the same manner I now break out the SNES? And I pop in a game that I loaded up with DLC, and low and behold the servers for the add on is no longer in commission, but dammit, I want to play the entire game that I paid money for? What happens in this scenario?

While I can only guess, I bet 80-90% of the people who are complaining and who haven't bought this game will still buy it, new or used. Capcom seems to be confused about what the term Down-Loadable Content means. Taking a finished product and locking out a quarter of the features, characters, etc., will further alienate and frustrate your customers. This is why I wait to pick up Capcom games until a GOTY edition or equivalent is released.

Garbage. Inexcusable garbage. The problem isn't that they weren't downloadable rather than on the disc. If they were ready at launch, they should have been in the game to start with. DLC should only be used for additional content produced after a game's release, not to hike the price of a game at launch from $60 to $80. When I buy a game I expect the WHOLE game. Take note Capcom.

No it doesn't, all you had to do is let player unlock them either through codes or consequences in-games, instead you charge them for features they had already paid for. That's bad service practice or in other word "a ripoff."

If you're the type of person like wolfgang12193 who thinks it's hopeless, no point fighting, etc., just go count the number of negative comments here and realize you won't be the only one denying yourself this game. Look at all the other people who agree with you. You're not alone. But realizing we're upset is just one step. What if we all took the $60 we would have spent on one of these games and donated it to a particular charity? This would send the message that yes, we do have the money, but you won't get it if you continue this business practice. Just a rough idea. I'm open to suggestions.

@masakri50 I'm perfectly fine with 60$ getting me this, and 80$ getting me that, that is how everything operates, 5$ gets you a burger, 6$ gets you a burger with extra cheese (amount made up, I don't know how much a burger costs atm). 20k$ gets you a car, 30k$ gets you a fancier car. Windows 7 Ultimate is on the same disc as Windows 7 Premium. Paying IGN gets you more content than not paying them. The problem here lies with how they tried to sneak it behind our backs, and, from a consumer point of view, the difficulty grasping that buying a game does not mean buying a disc, but a license to a certain amount of content, which is delivered on a disc (even I have problems accepting that). McDonalds has price tags for different burger options in capital letters right on top of the dude serving you the burger, why can't Capcom (and others) just be done with it and be clear about their pricing, instead of slipping "come round back later on for more" notes into your pocket like back street dealers?

Not that i'm defending Capcom and this type of business tactic but think it also has to do with the characters being PSvita exclusives. Sure sony paid for them to be exclusive for a time and so puts money in Capcoms pocket either way. DLC is getting out of control and its not just Capcom.

Locking content on the disc is NOT a new method of delivering downloadable content (DLC). If the content is on the disc, there is nothing to download anymore. It also means that this content was available before the launch of the game and isn't new. I saw the other article where Capcom explains that having the content on disc would save HD space and "ensure for a smooth transition" when the content becomes available. All consumers have to do is download an 20$ unlocker. Total bullcrap. So Capcom cares about their customers' HD space on their PS3s/360s but not their wallets!! You know what's an even smoother transition? Making all on disc content available from the get go. But oh course that doesn't make enough money. if they did that, all they'd is a get is a measly $60 per game copy.
