OK if all you want to do is drive around

On the PS1 there isn't a particularly good selection of free-roaming driving games, and this is probably one of the best examples of that statment. Driver would be a much better option to buy, as both games are very similar, if you ignore the fact that in this you are the chaser and in driver you are the chased, Driver does still have the edge.
The missions are relatively challenging, but still do-able, and there is an array of unlockable vehicles and weapons. You control both the car and weaponry from the car, but the vehicle does get damaged after about (on average) ten minutes of driving.
The game itself isn't actually half as bad as the title would suggest: there is a large area (for the PS1) to drive around, and a good free roaming mode in addition to the main mission mode- I would probably reccomend this mode over the main mission mode, in fact, as you can still chase criminals, most of whom are easily apprehended and, frankly, you don't lose anything even if you give up chasing them.
Overall, I wouldn't reccomen this game, but at the same time, wouldn't totally write it off. At its time of release it got some pretty good press, not too great, but not bad, pretty much like the game itself, really.
