I get what he's saying and I fully agree with him. Microtransactions with free DLC is way better than map packs for the reasons he posted above, BUT 343 isn't a good example.
Technically they provide everything they promised, but they took a cheap way out. Most of the added maps are reworked older maps, for example Overgrowth is Plaza and Riptide is Fathom. As well as their added game modes aren't new, they were seen in previous Halo games.
It started off good, but dropped on quality after chapter one. Making you replay old missions to progress through the story is a terrible design choice. It's one of the games that I'll probably never finish.
@Darkeus: On the contrary, actually. Let's take Gears for example. It has a remaster, but you won't have to buy it to play Gears on X1. You can buy the significantly cheaper back compat version instead.
