Gameplay? No. XIII tops it in every regard.

Story? Debatable, but I'll lean on the slightly better translation of XIII.

Music? No offense to Mr. Uematsu, but Masashi Hamauzu outdid him with this OST.

VII is a mediocre RPG compared to XIII.

You're free to like it more than XIII, but that would be the nostalgia talking.
