It may be a little late, but when you play legacies and linage (excuse my spelling), as you progress through the story, you get titles. You will need to level up the title to 1 star and you will be able to use accell mode. You know you have the title if the first item of the title is called accel. You should be able to tell when asbel gets his accel, since its basiclly a tutorial style scene when he uses it
If you started lineage and legacies, you will need to beat that chapter in order to use that file for new game plus, since it can't count it complete if you are still trying to complete something that is related to the story. It should appear as new game plus after you beat the final boss and save.
