simply because they are not playing and what might seem complicated to you to them is really nothing and they had to make 100% sure that what they wanted will happen no matter what and the expolsives were there to ensure the building gonna fall even if the plane didn't completely work well and they thought people would be distracted by the crash to even notice/hear another explosion but i don't think the pentagon with hit by a missile just a regular plane.
