So many points to pick up on your comment. But I will point out your most uneducated part. The Chinese government owns all the means of production.
Reality it does not and far from it. There are literally millions on big Chinese companies in China that have nothing to do with the government. Ten cent, Huawei, Xiaomi, Alibaba, Hua Fa, BYD, Gree .... these are all multi billion dollar companies. Additionally, foreign companies in China are not owned by the government.
Or do you think the Chinese government also own Nintendo in China?

First, the factory that finishes the unit will be stopped. And there will be contracts to employ X amount of people.
Secondly, the semi-finished components will need to be boxed differently. So they will need to cancel the original boxes and buy new boxes.
Third, they will need to be exported to Japan. That will require transportation from the factory in China to the port in China.
Fourth, they will then need to book ships to take the boxes of semi-finished consoles to Japan.
Fifth, at the Japanese side, the port will have to discharge and again find trucks and lorries to take them to a manufacturing centre that has not yet been built.
Sixth, at the new factory, they will need trained staff and new robots to finish the assembly.
Seventh, once it’s built and ready to go, it will need to manufacture the boxes.
Eighth, the boxed consoles need to be transported back to the port.
Ninth, then they need to be loaded at the port.
Tenth, then ships need to be booked for export.
At each stage there will be additional costs and the costs will be higher than in China.
Plus there will be numerous other issues in between which I have not thought about.
