Possibly the same character @0:40, 0:47, & 0:50 driving the car? Big resemblance to Tommy Vercetti @0:40 and the voice-over obviously sounds like it. One major thing he says makes me think he's an old Italian Mafia guy. @0:15 "You see it in the movies. I wanted to retire from what I was doing, you know what I mean? From that....line of work...be a family man." To me this STRONGLY reminds me of Pacino in Godfather 3 where he got "sucked back in" to his old life at an old age.
