COD4 is definately more tactical and realistic.
The RSV2 single player is fairly tactical, the terrorist hunt is fairly tactical as well but the enemy AI defies logic. The multiplayer is less tactical than COD4.
My reason for saying this is that the general multiplayer match involves running around, throwing grenades wherever, and occassionaly hiding or taking cover. The third person view totally ruins the immersion and realism. The maps are also way too small to encourage real strategy and many of the gun types are totally useless.
COD4 isn't necessarily tactical, but a good player will make it incredibly tactical, and hardcore matches are way, way more tactical than RSV2 in general. You can hide indefinately, set traps, need to plan out your route, smoke isn't rendered obsolete by thermals, snipers are extremely effective and potentially hard to spot, the list goes on. I don't think anyone who makes the claim that RSV2 is more tactical than COD4 has ever played COD4 on hardcore and gotten a top score. The tactics in COD4 involve intelligently devising a strategy based on the environment and perks. In RSV2, the so called 'tactics' involve pushing 'snake cam' and 'breach' buttons, or just spraying around a corner.
Basically, the fluidity and balance of COD4 allow it to be much more tactical than RSV2, but COD4 will seem like a run 'n' gun to the casual player.
