Does Morrowind with all the best graphics mods look nearly as good as non-modded Oblivion?

They say Rise of Nations is really good, but I have never played it. Or maybe Rise of Legends (haven't played that either).

Imagine if Planescape Torment, BGII, or Divine Divinity could be played at 1600 X 1200 without shrinking the size of the characters or environment. That would look awesome! They might even look better than some of the newest 3D games!
