To me it's not a proper PC release if you're not free to customise stuff like resolution and frame caps to your heart's content. I've never owned a console, so I'm more of a casual PC gamer between work and study commitments, but any game should be moddable at least as far as its performance is concerned - be it tweaking ini files or injecting higher-resolution texture overrides.
