I would say that people mature at different ages and some younger people can handle it without being immature. But there are a lot of parents who have no idea, and pay no attention to what the game content is. Some parents just approve or don't pay attention to whatever thier kids do. So I think it's smart to have to be 18 to buy or play these games.
