Konami has looked into it, do to the suprisingly high demand of the game from xbox350 owners. thats suprising b/c i wouldnt think a lot of xbox owners would have played the mgs franchise. Details on Konami's thoughts on a 360 port can be seen here:

this rumor is completely false. Hideo Kojima has already had an interview clearly stating that he's not relasing it for the 360.
