You can have the consoles AV cables plug directly in the VCR then you should be able to record the game directly that way. To record gameplay directly from the console to your PC you can use a capture card but it's a little more expensive.

I went on ebay to buy a few Dreamcast games. I picked up Rayman 2 and Ready 2 Rumble Boxing for a good price but looking at Skies of Arcadia going for around 60 USD sort of"scared" me away from it. It looks like a really fun game but is it worth as much as a modern game?
