In my opinion (please don't hate me) Oblivion might qualify with what you gave as the definition of an RPG. This may sound dumb, but I kind of like to for lack of a better word 'pretend' things about my character, meaning I like to create fictional background history for him and sort of think of how he (from a roleplaying standpoint, an extension of myself) would think about certain events and quests happening in the world. Plus, having all the skill/attribute sets and other stuff typically associated with with what people usually say is an RPG certainly doesn't make it any less of one. Dissagreements aside, I think your definition is great, and that's actually a reason I hate when people say Mass Effect isn't an RPG. Based on what you said, it is one.
