a 70 watt speaker system is no where near ideal for a surround sound system, I say forget and invest in a nice pair of Home theater Headphones.
For low volumes they are incredible, and whats great too is that many high end headphones have wireless receivers that work very nicely and hook up to multiple systems.
All in all I'd say keep what you have and save for a better upgrade because it honestly is not worth it.
As far as the static noise problem, there could be a multitude of problems and solutions, Make sure all your cables are shielded, is the power outlet grounded? There could also be other factors of interference, your pc may have open slots emitting emi interference, (cover pci or agp slots)

Heres a nice system from logitech that is pretty cheap and seems pretty good, its a 2.1 system but the sub seems great and its certified by Thx which is also great.
