I would say Ratchet and ClankbecauseRatchet is being exclusively developed for the PS3 which means it is taking advantage of the Cell Processer and the Blu-Ray Disc Space, Assassin's Creed is multi platform, which means that it will have to limit the power the game will have because the 360's cell only has three cores, instead of PS3's 8 cores. They also have to make the game fit on a DVD which only has 9GB of space, compared to Blu-Rays 50GB. Ratchet is more worth your money. Hopefully the PS3 version will have some extra content that they can't have on the 360 version.
