Now this is my opinion but you're entitled to disagree:
Gears of War - for gameplay. (Plus the Computer AI for Dom is just plain f***ing stupid. >.> More so on the last level, anyone remember those memories?)
Crackdown - for the humor value.
Marvel UA - if you have more then two people willing to play.
Army of Two - It seems to have an interesting co-op so I'll just add it as well.
I've played most of the series...after awhile of the same style of gameplay you get kind of bored.....I may rent it because of multiplayer but thats about it...thats my opinion.
It's hard to compare those two--but if I had to choose I'd probably say MGS4. In my opinion GTA is slightly overrated, I mean you can only do so much before it becomes boring, hell maybe they will change that this time so until I see some proof I'm sticking with MGS4. Personally I find the MGS series alot better, replay value wise.
Also! Saints Row may not compare to GTA...but one thing it is not, I repeat not, is crap.
S*** man--I have the next gen systems, yet I find myself playing on the older systems more then the next gen systems...hell I still play my Atari...Asteroids anyone?
Not sure if it's unheard of or nobody has bought it--but I do know it's rather rare: Gungrave: Overdose. Pretty good game in my opinion. In fact--I don't think it's being manufactured anymore, but I could be wrong.
