I had that same problem and I couldn't rate my favorite games. How do I rate a game without getting the error message?
I wanted a perfect 60 fps, but my Fraps drops down to 30 fps and I might also do with 30 fps, but it may drop a few frame rates.
I haven't known what it is, but I'll watch quite of few videos about to see how good is this game is.
