Wasn't valve teaming up with regizor Guillermo del Torro to do INSANE ?

I remember that when the first Prey was released, Human Head Studios where working on a concept to bring Tommy in Prey 2 as main character; that was in 2008 I think. Why don't they return to the roots, to that first concept?
